SUBJECT: Item 5.A. Library Board Appointments
The City Council subcommittee of Mayor Oden and Councilmember Foat recommends
the appointment of Lori Weigant and Kimberly Nichols to the Library Board to fill two-
unexpired vacancies. Attached for your review are their applications.
Since there are two different terms, the City Council will need to determine which term
for each applicant.

I've worked in Public Accounting for over 25 years; 16 years at MMGC where I became a partner in 1995,the
last 5+years in my own Public Accounting firm in Palm Springs. I was on the Public Arta Commission for apprx
6 years,during which we completed or were involved with many projects including the annual Juded Art Show,
acquisition and securing funding for the Chihuh sculptures at the Airport,City Signage projeck several mural
projects,art acquisitions,maintenance issues etc--,Other Civic involvement has included membership in
Cathedral City and Palm Springs Rotary clubs and Chamber of Commerce, Past President and Charter
member of Desert Alliance of Professional Women,Past Treasurer of DAPW and The Thomas Mancini
Symphony Assn;member or Desert Estate Planning Council and Desert Roundtable.
Describe your knowledge of the functions, regulations and procedures of the commission which you would like to serve.
I understand they are governed by the Brown Act as was the Public Arts Commission.I also understand that
the Library Board is involved in setting policy,reviewing the progress,reporting to the council,preparing an
annual budget,making determinations of how library funds are to be spent,which would include considering
both long range and short term planning issues
What specific attitudes,skills and expertise do you think you have to enhance the work of the commission?
I think my background and knowledge of business and finance provide a good foundation for to be of
assistance and enhance the work of the commission
What specific issues or problems face the board/commission?Do you have any suggestions to address those issues or
problems?
1 understand there are some technological challenges in that the building is basically at full capacity for an
intents and purposes with respect to the number of computer pc's-I expect this will need to be addressed in the
short Lerm and long term planning both in terms of logistics as well as funding/budgeting
Additional qualifications for the Rent Control Commission are:
a) applicant may not be a landolord or tenant subject to the rent control ordinance,
, b) must submit a verified statement as to present holdings and interests in real property in the City.
