HomeMy WebLinkAbout8/1/2001 - STAFF REPORTS (28) DATE: August 1, 2001 TO: City Council FROM: Fire Chief AMENDMENTS TO THE COMPREHENSIVE FEE SCHEDULE RECOMMENDATION: That City Council amends the Comprehensive Fee Schedule, Resolution No. 19757 as amended, to increase Fire Department fees for safety training, and inspections. SUMMARY: The fee schedule was last amended in March, 2000. The Fire Department instructs from the American Heart Association curriculum for cardiopulmonary resuscitation (CPR) training and the National Safety Council for first aid. The curriculum has recently been revised. The Department also inspects residential smoke detector/alarms upon resale. It is being proposed to amend the Comprehensive Fee Schedule for 'safety training' to a range between $25.00 and $55.00, and smoke detector/alarm inspections to $30.00. The proposed change represents today's cost to provide this inspection. BACKGROUND: Safety Training The Department provides training to the public in cardiopulmonary resuscitation (CPR), first aid, and disaster preparedness through a program referred to as CERT (Community Emergency Response Teams). Due to curriculum changes cost adjustments, and a change in the mandated instructor-to-student ratio, the rates need to be increased. The present rates are as follows: 3 hour class / minimum class size - 8 $12.00 per student 4 hour class / minimum class size - 8 $16.00 per student 5 hour class/ minimum class size - 8 $20.00 per student 6 hour class / minimum class size - 8 $24.00 per student 4 hour class / minimum class size -4 $32.00 per student 8 hour class / minimum class size - 8 $32.00 per student Following are the rates charged by other agencies offering CPR in the Coachella Valley: Cathedral City Fire Department No training offered American Red Cross $30 for 4 hour CPR course* American Red Cross $40 for 8 hour CPR course* American Red Cross $55 for CPR and first aid* Institute of Critical Care Medicine $35 for 4 hour CPR course Institute of Critical Care Medicine $50 for 8 hour CPR course Eisenhower Hospital $30 for 4 hour CPR course Eisenhower Hospital $45 for 8 hour CPR course John F. Kennedy Hospital $45 for 8 hour CPR course * additional cost for training materials. a 4 AMENDMENTS TO THE COMPREHENSIVE FEE SCHEDULE DATE: August 1, 2001 PAGE: Two The proposed new rates are as follows: Safety training includes, but is not limited to cardiopulmonary resuscitation (CPR), first aid, and Community Emergency Response Teams (CERT). The Fire Chief may waive these fees for regional interagency training. 3 hour class / minimum class size - 6 $25.00 4 hour class/ minimum class size - 6 $30.00 5 hour class/ minimum class size - 6 $37.00 6 hour class / minimum class size - 6 $43.00 4 hour class / minimum class size -4 $42.00 8 hour class / minimum class size - 6 $55.00 All of the proposed fees include training materials. The 4-hour class at $30.00 equates to the American Heart Association's Heart Saver CPR curriculum. Inspections The Department inspects smoke detectors/alarms in most residential real estate prior to the close of escrow. This fee for inspections went into effect in April, 1987 (FY-86/87), and originally the fee was $20.00. In September 1992 (Fy-1992/93) the fee was increased to $25.00. The proposed fee increase to $30.00 more accurately reflects the cost of providing this inspection today. The Finance Director has reviewed this methodology and has concurred.
