Subject: APPROVAL OF PLANS, SPECIFICATIONS AND ESTIMATE (PS&E)
AND AUTHORIZATION TO BID THE GENE AUTRY TRAIL WIDENING,
CITY PROJECT NO. 02-03

SUMMARY
The Public Works and Engineering Department, through its consultant, HDR
Engineering, has prepared construction documents for the Gene Autry Trail Widening,
City Project No. 02-03. The construction documents (Plans, Specifications and
Estimate) are complete and, in accordance with 7.03.040 of the Procurement and
Contracting Code the Council is required to approve and adopt plans, specifications and
working details, and authorize the bid request for all public projects in excess of
$100,000. Approval of this project will allow staff to proceed with this public project, with
an estimated cost of approximately $5,000,000.
RECOMMENDATION:
1) Adopt Minute Order No. , "Approving the plans, specifications and working
details for the Gene Autry Trail Widening, City Project 02-03, and authorizing
staff to advertise and solicit bids."
STAFF ANALYSIS:
On March 3, 2003, City Council awarded a contract services agreement to HDR
Engineering, Inc., for the widening of Gene Autry Trail from two to four lanes through
the Whitewater River, and from two to six lanes with a raised median between Vista
Chino and Via Escuela, with a new traffic signal at Gene Autry Trail and Via Escuela.
This project is the first of three projects to construct a completely widened transportation
corridor along Gene Autry Trail from Vista Chino to Interstate 10.
The project required preparation of an Environmental Document, which was certified by
the City Council on February 16, 2005. As this project includes work within the
Whitewater River, a variety of federal and state environmental regulatory permits are

required. The Engineering Department, through its consultant and in coordination with
CVAG, has been attempting to comply with the requirements of the U.S. Fish and
Wildlife Service, California Department of Fish and Game, and the U.S. Environmental
Protection Agency on obtaining the last remaining regulatory permits. As of this date,
those Permits have not been obtained but are expected to be issued in the near future.
This project may need to include construction of a public sewer extension in Gene Autry
Trail from Vista Chino to Via Escuela. The Alexander Village development by
Contempo Homes located on Via Escuela previously approved by Council requires the
sewer extension, and has been conditioned to construct the extension. Included in
Council's approval was the requirement to coordinate with the City's planned widening
of Gene Autry Trail, and in the event the City's project preceded the development
project, the City would include the sewer construction in its contract to be paid by the
developer. In discussions with Contempo Homes, the developer is intending on
constructing the sewer extension in April 2007, however, as their schedule has slipped
over the last several months, the sewer construction is being included in the scope of
work approved by Council.
The plans and specifications have been prepared by Department staff, and are ready
for Council approval and the subsequent advertisement for construction bids. Section
7.03.040 of the Procurement and Contracting Code requires that for public projects in
excess of $100,000 Council approve and adopt the plans, specifications and working
details, and authorize staff to advertise for construction bids. The Engineer's Estimate
for the Gene Autry Trail Widening is $4,446,000; the estimated cost of the sewer
extension is $500,000 for a total estimated cost of approximately $5,000,000. Approval
of the recommended action will allow staff to proceed with bidding oft s project, which
will occur as soon as the remaining environmental regulatory per_ its d received.

Costs associated with this contract are funded by CVAG with 75% Regional Measure A
funding and 25% local Measure A funding, pursuant to Agreement No. 4393 between
the City and CVAG. Currently, the Agreement provides $2,643,000 in Regional
Measure A funding requiring $881,000 in local Measure A funding, and was based on a
previous construction estimate of $3,524,000. Once a contract price is obtained, and
concurrent with Council award of the construction contract (if necessary), an
Amendment to Agreement No. 4393 with CVAG to increase the Regional Measure A
funding for this project will be submitted. At that time, sufficient funding will be made
available in Regional Measure A account 134-4497-50217 and local Measure A account
134-4498-50217.
In the event it is necessary to include the sewer construction work as part of the City's
project, funding will be made available through sewer funds, in account 420-6800-
50000, to be reimbursed by Contempo Homes pursuant to its Subdivision Improvement
Agreement with the City.
