BRIDGE REPAIRS PROJECT
RECOMMENDATION:
That the City Council award contract to Commercial Diversified, Inc., for Bid
Schedule B only, in the amount of$42,000.36, for the Bridge Repairs Project, City
Project 97-20.
SUMMARY:
Award of this contract will provide for the removal and replacement of expansion
joints on the Sunrise Way bridge across Tahquitz Creek, as recommended by the
latest Caltrans bridge inspection reports provided to the City.
BACKGROUND:
The City of Palm Springs receives bridge inspection reports from Caltrans, who
provides bi-annual inspections and recommendations for repair of all local bridges
within the state. The latest inspection reports of the Ramon Road bridge and
Sunrise Way bridge indicate that the expansion joints have failed and require
replacement.
As Ramon Road carries one of the heaviest volumes of traffic in the Coachella
Valley, it should be noted that the repair work on the Ramon Road bridge will be
conducted at night, to minimize the impact this work will have on traffic.
Additionally, a one-time bridge closure will be required to complete the expansion
joint replacement.
The Public Works and Engineering Department obtained the professional civil
engineering services of Parsons Brinkerhoff to prepare the plans and specifications
for this project. On June 30 and July 7, the project was advertised for bids, and at
2:30 P.M. on July 24, 2001, the Procurement Division received bids from the
following contractors:

The Engineer's estimate was $38,000 for Bid Schedule A, and $19,000 for Bid
Schedule B, for a total estimate of $57,000. As the bids received greatly exceed
the Engineer's estimate, staff coordinated with Parsons Brinkerhoff to determine
if the bids were appropriate for this project. Their review of the bids and the project
indicates that this type of work, on an existing bridge, and with the given traffic
volumes and nighttime work, will result in higher than expected costs, and further,
that re-bidding is not likely to result in lower bids than those already received. They
also offered the fact that contractors available for this type of work are currently in
demand, reflecting the fact that only two bids were received.

Half of the Ramon Road bridge costs are shared with Cathedral City through the
use of a reimbursement agreement that is the subject of Council consideration as
a separate agenda item. In light of the fact that the bids relating to that work (Bid
Schedule A) are higher than expected, it is staff's recommendation to postpone
award of Bid Schedule A until staff can coordinate with Cathedral City to determine
if funding of their portion is possible. If funding is possible, staff will add the
Ramon Road bridge repair work to the project as a contract change order at the
Council's next scheduled meeting.
The basis of award for this project is the total sum of Bid Schedule A and Bid
Schedule B, therefore, although Penhall Company's bid for Bid Schedule B is less
than that of Commercial Diversified's bid for Bid Schedule B, the overall bid from
Commercial Diversified is lower. The low bidder is Commercial Diversified, Inc.,
from 29 Palms, California. The company is a corporations and its officers are
Richard Corbalis, President, and Myrna Corbalis, Secretary/Treasurer.
This project is funded through Local Measure A funds. Sufficient funds are
available in account 134-4498-50120 (Bridge Repairs).

For constructing Bridge Repairs - City Project 97-20
N-1 NOTICE IS HEREBY GIVEN that sealed bids for the Bridge Repair
Project, City Project 97-20 will be received at the office of the
Procurement Manager of the City of Palm Springs, California, until
2 : 30 P.M. on July 24, 2001, at which time they will be opened and
read aloud.
N-2 DESCRIPTION OF THE WORK: The work to be done consists, in
general, of removing existing joint seal material, removing bridge
concrete for joint seal replacement, cleaning joints, installing
joint seal assemblies, and all appurtenant work.
N-3 AWARD OF CONTRACT:
(a) The City reserves the right after opening bids to reject any
or all bids, to waive any informality (non-responsiveness) in a bid,
or to make award to the lowest responsive, responsible bidder on the
basis of the total sum of Bid Schedules A and B, and reject all other
bids, as it may best serve the interest of the City. Bidders shall
provide bids on all Bid Schedules .
(b) As a condition of award, the successful bidder will be
required to submit payment and performance bonds and insurance.
N-4 BID SECURITY: Each bid shall be accompanied by a certified or
cashier' s check or Bid Bond in the amount of 10 percent of the total
sum of Bid Schedules A and B, payable to the City of Palm Springs .
N-5 BIDS TO REMAIN OPEN: The Bidder shall guarantee the Total Bid
Price for a period of 60 calendar days from the date of bid opening.
N-6 CONTRACTOR' S LICENSE CLASSIFICATION: The Contractor shall
possess a valid Class A Contractor license at the time of submitting
bids .
N-7 CALIFORNIA WAGE RATE REQUIREMENTS: The Contractor shall pay the
general prevailing rate of per diem wages as determined by the
Director of the Department of Industrial Relations of the State of
California for the locality where the work is to be performed. A copy
of said wage rates is on file at the office of the City Engineer.
The Contractor and any subcontractors shall pay not less than said
specified rates and shall post a copy of said wage rates at the
project site.
N-8 RETAINAGE FROM PAYMENTS: The Contractor may elect to receive 100
percent of payments due under the Contract Documents from time to
