Item 5.A.
The City Council subcommittee of Mayor Oden and Councilmember McCulloch
requested the appointment of a new Administrative Appeals Board Member to be
placed on the City Council Agenda for February 7, 2007.
The subcommittee will recommend that the City Council appoint Jonathan Westom to
the Board. Attached is the application, for your review prior to the meeting.

Describe your knowledge of the functions, regulations and procedures of the commission which you would like to serve.
I have set as a mediator between colleagues and outside organizations to meet and establish a qualified and
fair agreement that would better off both parties as well as the place they work. First and foremost,there is a
high sense of responsibility needed to conduct a fair and honest hearing. I possess that sense of balance that
will help with any decision that directly affects the administrative aspects of the city as well as any decision
which directly affects the city.
What specific attitudes,skills and expertise do you think you have to enhance the work of the commission?
rr Established levels of responsibility,conceptual reasoning capabilities, understanding of the city, and inter-office
resolution.
What specific issues or problems face the board/commission? Do you have any suggestions to address those issues or
problems?
The board is faced with new challenges at each meeting.The challenges that arise should be looked at as a
problem that needs to be rectified by trial and appeal. In fulfilling this position. I will be able to address each
issue as new and offer 100%attention and forethought to ensure the best possible outcome for everyone.
Additional qualifications for the Rent Control Commission are:
a) applicant may not be a landolord or tenant subject to the rent control ordinance;
b) must submit a verified statement as to present holdings and interests in real property in the City.
