HomeMy WebLinkAbout7/18/2001 - STAFF REPORTS (23) J DATE: July 18, 2001 TO: City Council FROM: Director, Department of Facilities ADDITIONS AND AMENDMENTS TO COMPREHENSIVE FEE SCHEDULE RECOMMENDATION: That City Council amend the Comprehensive Fee Schedule, Resolution No. 19757 as amended, to increase Recreation Division program fees and the rental fees for the following facilities: Pavilion, Leisure Center, Jaycee/Frey Building, Showmobile, and parks. SUMMARY: Periodically, the fee schedule is amended to incorporate the various changes that are approved subsequent to the last amendment. It also provides an opportunity to modify, add or delete fees that are a result of a program or policy change by the department. The fees were last amended in June 1998. BACKGROUND: The City has a Comprehensive Fee Schedule,which regulates what fee can be charged for various City services and facilities. The Recreation Division has fees regulated by the Comprehensive Fee Schedule. To generate revenue to cover the ever-increasing cost of doing business, it is recommended that the Comprehensive Fee Schedule be amended. Rental and program fees for Recreation Division facilities have not been increased in three years. Prior to determining the proposed fee and policy changes, staff researched similar local facilities to remain competitive and be consistent with regard to use restrictions. The attached "Current and Proposed Rental and Program Fees Schedule" is in legislative draft form so the existing vs. new fees can be seen side by side.The new fees, if approved,will be effective on the first day of the next month following adoption by the City Council. In regard to the rental of the Showmobile, it is recommended that it not be allowed out of the City for other agencies or organizations to use due to the potential damage and/or vandalism and the costly nature of transportation by staff. 42'019 ADDITIONS AND AMENDMENTS TO COMPREHENSIVE FEE SCHEDULE DATE: July 18, 2001 PAGE: Two At its June 20 meeting, the Parks and Recreation Commission unanimously voted (7/0) to recommend that City Council approve the amendment to the Comprehensive Fee Schedule as proposed. Rate is based on City of Pomona's rate RESOLUTION NO. 20137 OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, AMENDING RESOLUTION 19757, AS AMENDED, TO INCREASE RECREATION DIVISION PROGRAM FEES AND THE RENTAL FEES FOR THE FOLLOWING FACILITIES: PAVILION, LEISURE CENTER, JAYCEE/FREY BUILDING, SHOWMOBILE, AND PARKS.
