DATE: July 18, 2001 TO: City Council FROM: Director of Parks, Recreation and Facilities APPROVE THE PURCHASE OF ONE 2001 POLICE PATROL UNIT FOR USE BY THE CITIZENS ON PATROL DIVISION. RECOMMENDATION: It is recommended that City Council approve the cooperative purchase of one 2001 Police Patrol Unit from Ramsey Street Ford of Banning, CA in the amount of $22,802.90, via the County of Riverside's police vehicle contract. SUMMARY: The Agua Caliente Band of Cahuilla Indians recently donated $20,000 to the Citizens on Patrol Division for the purchase of a new vehicle. The Citizens on Patrol Division is currently assigned two 1997 Ford Contour mid-size sedans. The volunteer officers have been experiencing some difficulty with the performance and suitability of the mid-size Contours. Police Patrol Units are specially outfitted with heavy-duty cooling and electrical systems designed to withstand the long periods of idling that is routinely required while performing traffic control services. BACKGROUND: According to the City's Vehicle Replacement Policy,the Contours are scheduled for replacement in 2003. The additional revenue obtained from early retirement of the Contour should offset the difference in cost between the donated funds and the total cost of the new unit. The second Contour will be recommended for early retirement in conjunction with the 2001/2002-vehicle replacement cycle. The Procurement Manager, in accordance with Municipal Code Section 3.12,270.6 has researched the comparative costs, values and feasibility of using our own competitive process versus utilization of a state or other cooperative contract. The Procurement Manager finds that sufficient competition has been conducted to protect the public interest and the total cost of equipment and service obtained through the County of Riverside's vehicle contract is less than the City would obtain through conducting an independent process. Historically the most economical way for the City to acquire police units has been through a cooperative purchase with a larger entity (state, county, or large city). Dealers not participating in these programs charge significantly more, typically $3,000 to $4,000 per unit. This year Ramsey Street Ford, Banning, was awarded the County of Riverside contract.Their price, including delivery, is less than the City of San Diego contract and the State of California contract,two contracts in which the City has participated in during the past ten years. Coachella Valley dealers are also able to compete for the County Contract but so far have not been successful in this process. There is a $50.00 charge that will be paid to the County of Riverside for participation in the program. Purchasing the police unit through the County of Riverside Contract is the most economical method of acquiring these vehicles. Ili The replaced unit will be declared "surplus" and sold through a public auction firm. The recommended funding for this transaction is $20,000 donated by the Agua Caliente Band of Cahuilla Indians and deposited in account # 121-3014-52027.
