AWARD CONTRACT FOR LIBRARY PARKING LOT IMPROVEMENTS
RECOMMENDATION:
That the City Council award contract to Contreras Construction Co., in the amount of
$189,422.50, for the Library Parking Lot Improvements, City Project No. 00-29.
SUMMARY:
This item will award the construction contract for renovation to the Library Parking Lot.
The renovations consist of Portland Cement concrete white topping of the existing lot
along with new landscaping and irrigation.
BACKGROUND:
The 2000/01 budget includes funds from the Capital Improvement Program for the
reconstruction of the parking lot at the Library. The work consists of demolition and
removal of the existing asphalt concrete pavement, curbs and sidewalks, as well as
trees and irrigation system, and construction of a new fiber-reinforced concrete white
top" parking lot, curbs, sidewalk with landscaping, irrigation, striping and signing. The
work is similar to the parking lots completed at the Senior Center and the Pavilion within
the past 2 years. The design was approved by Planning Commission at the June 6
Study Session.
The plans and specifications were prepared by the Public Works Department. The
project was advertised for bids on June 9 and 16, 2001, At 2:00 p.m. on July 3, 2001,
the Procurement Dept received bids from the following contractors:
1. Contreras Construction Co., Indio $189,422.50
2. James E. Simon Co., Indio $211,692.50
2. DenBoer Eng. & Const, Palm Springs $223,440.00
4. D. Melilli Co., Palm Desert $227,712.50
5. Pyramid Bldg & Const., Hesperia $242,850.00
6. T.B. Penick,& Sons, Inc., San Diego $305,124,75
7. United Aircraft Services, Inc. $312,888.00

The Engineer's estimate was $270,200.00
The low bid was submitted by Contreras Construction Co. of Indio. The company is a
partnership and its principals are Ruben G. Contreras and Enrique Contreras.
Contreras Construction completed both of the previous City white topping projects.
Sufficient funds are available in account No. 261-2493-51519 (Library Parking Lot).

Certificates of Insurance, and furnishes the required Performance Bond and Payment Bond, then this
obligation shall be null and void, otherwise it shall remain in full force and effect. In the event suit is
brought upon this Bond by said City, and City prevails, said Surety shall pay all costs incurred by said
City in such suit, including a reasonable attorney's fee to be fixed by the court.

NOTICE INVITING BIDS
For constructing Library Parking Lot Improvements - Project 00-29
N-1 NOTICE IS HEREBY GIVEN that sealed bids for the Library
Parking Lot Improvements will be received at the office of the
Procurement Manager of the City of Palm Springs, California, until
2 : 00 P.M. on July 3, 2001, at which time they will be opened and
read aloud.
N-2 DESCRIPTION OF THE WORK: The Work comprises modifications and
improvements to the existing parking lot serving the Palm Springs
Library. The project consists of demolition and removal of
existing asphalt concrete pavement, concrete curb, sidewalk, and
pavement; trees and landscape irrigation; and construction of
fiber reinforced concrete "white top" pavement; concrete curbs,
sidewalk, and curb ramps; landscaping; irrigation; traffic
striping and signage; and appurtenant work.
N-3 AWARD OF CONTRACT:
(a) The City reserves the right after opening bids to reject
any or all bids, to waive any informality (non-responsiveness) in
a bid, or to make award to the lowest responsive, responsible
bidder and reject all other bids, as it may, best serve the
interest of the City.
(b) As a condition of award, the successful bidder will be
required to submit payment and performance bonds and insurance.
N-4 BID SECURITY: each bid shall be accompanied by a certified or
cashier' s check or Bid Bond in the amount of 10 percent of the
total bid price, payable to the City of Palm Springs.
N-5 BIDS TO REMAIN OPEN: The Bidder shall guarantee the Total Bid
Price for a period of 60 calendar days from the date of bid
opening.
N-6 CONTRACTOR' S LICENSE CLASSIFICATION: The Contractor shall
possess a valid Class A or C-8 Contractor license at the time of
submitting bids .
N-7 PREVAILING WAGE RATES NOT APPLICABLE: Funding for the Work
is with all local funds and, as provided under City Charter, will
NOT require compliance with the prevailing wage requirements of
the State of California.
N-8 RETAINAGE FROM PAYMENTS: The Contractor may elect to receive
100 percent of payments due under the Contract Documents from time
to time, without retention of any portion of the payment by the
City, by depositing securities of equivalent value with the City

N-9 OBTAINING OR INSPECTING CONTRACT DOCUMENTS:
(a) Contract Documents may be inspected without charge at the
office of the City Engineer, 3200 East Tahquitz Canyon Way, Palm
Springs, CA 92262 .
(b) Complete sets of said Contract Documents may be purchased
at $30 . 00 dollars per set and are obtainable from the office of
the City Engineer, 3200 East Tahquitz Canyon Way, Palm Springs, CA
92262 . No refund will be made of any charges for sets of Contract
Documents .
(c) An additional fee of $20 . 00 will be charged for sets of
documents sent by mail .
N-10 ADDRESS AND MARKING OF BIDS: The envelope enclosing the Bid
shall be sealed and addressed to the City of Palm Springs, and
shall be delivered or mailed to the Procurement Manager at 3200
East Tahquitz Canyon Way, Palm Springs, CA 92262 . The envelope
shall be plainly marked in the upper left hand corner with the
name and address of the Bidder and shall bear the words "Bid
For. . " followed by the title of the Project and the date and hour
of opening Bids. The certified or cashier' s check or Bid Bond
shall be enclosed in the same envelope with the Bid.
