This Constitutional mandate is necessary, of course, to maintain relatively equal populations throughout the various districts. The county's Fourth District grew at a faster rate than its Third District neighbor to the west. This growth forces us to yield some of the territories along our western border. Moreover, as the districts (First, Second and Fifth) in the west end of the county negotiated their boundaries, a plan emerged to remove all of the Fifth District from the City of Riverside. Many think this is a good idea, because the current configuration of the districts allows three of the five supervisors to be residents of that city. As a consequence, the current plan calls for the Fifth District to be truncated on its western flank and extended to the east to take in the northernmost portion of the City of Palm Springs and the entire City of Desert Hot Springs. In order to significantly reduce the population of the Fourth District, it is necessary to draw the boundary inside the City of Palm Springs because of the relatively high density of the city as opposed to the unincorporated lands to the north and east. Generally, the affected area is north of Vista Chino, although the Fourth District would retain the Palm Springs Country Club neighborhoods to the east of Farrell as far north as Verona Road. A public hearing on the proposed redistricting has been set for July 10 at the Board of Supervisors Chamber on the le Floor of the County Administrative Center in Riverside. I invite your comments on the proposed new boundaries at that hearing.
