Ready, City Manager BY: Assistant City Manager—Administrative Services SUMMARY CGI Communications, Incorporated has entered into a partnership with the United States Conference of Mayors to provide to interested communities, at no cost, customized video production consisting of a welcome and nine individual videos that can be used to showcase the community, retain and attract businesses and provide important and timely information to residents. The videos are produced using a patent- pending One-Click TM streaming Internet video process that is linked to the City's website. This video production and the web hosting services are free, provided the City commits to a two year agreement and allows for local sponsors to advertise on the community video website. This action would authorize the City Manager to enter into a two year agreement, at no cost to the City, to provide video production and web streaming services. RECOMMENDATION: 1. Approve Minute Order No. authorizing the City Manager to execute an agreement with CGI Communications, Incorporated to provide video production and web streaming services for a two year term, at no cost to the City. STAFF ANALYSIS: CGI Communications, Incorporated is a multimedia firm, based in New York. The company has been providing no cost marketing and communication programs to cities, tourism agencies and community organizations since 1988. CGI Communications has entered into a cooperative partnership with the United States Conference of Mayors to provide their streaming One-Click TM web-based video service to communities, at no cost. A list of cities that currently use CGI's web-based video service is attached. Under the proposed agreement, CGI Communications will fully produce a Welcome `Video plus nine additional community highlight videos on topics such as community FTEM NO.�� City Council Staff Report January 17, 2007 -- Page 2 Video Production and Web Streaming Services attractions, business attraction and retention, special events, special programs and services and anything else the City might be interested in showcasing. The videos range from 30 seconds to 1 minute each in length. The City retains complete control over the content of the video production. CGI Communications is able to offer their video production and web streaming service to the City for free by soliciting sponsorships from the local business community. These local businesses will be featured on the website that hosts the City's community videos. Anyone interested in getting more information about these local businesses can simply click the company's logo or hyperlink on this website and they will be taken to the company's website. Because CGI Communications maintains the website where the videos are hosted, the City bears no liability whatsoever. In addition, CGI Communications has a stated corporate policy of not accepting sponsorships from any business that is considered immoral or otherwise engaged in questionable activities or products. The proposed agreement is for a two-year term. Although the agreement does not provide for termination for convenience, the City can cancel the agreement for cause (e_g., failure to perform) by providing thirty (30) days written notice to the company. In addition, the City may cancel the agreement without cause by giving notice at least sixty (60) days prior to the anniversary date of the agreement. A copy of the agreement is attached for your review. It is estimated that it will take between six to eight weeks to produce the videos and place them on the website.
