SUMMARY
The City's policies and procedures provide the City Manager authority to enter into
agreements which are $25,000 or less. Staff is requesting this report be received and
filed.

SUBJECT. COURT LIAISON PROGRAM
The Court Liaison program, which has been in existence for several years, was established to
save the City money on the required court time of police officers- In years past, the Court
required the officers to be present at court beginning at 08:30 AM on all subpoenas. The
officers would respond to the court and wait for the judge and /or district attorney to either call
the court case or dismiss or"plead out" the case without going to trial. The officer would be paid
overtime for any time spent at the court outside his/her normal working hours. Since the
majority of cases did not proceed to trial the officer's time spent in Court awaiting trial was
senseless and was done so at a cost to the City.
The Court Liaison program allows a Court Liaison to sit in the court room and determine which
officers are needed in court that day. The officers must be able to respond to the courtroom
within one hour of the call from the Court Liaison. As negotiated in their MOU, police officers
who are called off (court appearance cancelled) less than 24 hours of the court appearance time
as listed in their subpoena receive $50; those who are not called off before 10:00 AM on the day
of court receive the overtime for a minimum of 4.0 hours if the court time is outside their normal
working hours- The savings to the City has been significant over the last two years, as broken
down below:
