TAXIWAY "W" REHABILITATION - CHANGE ORDER #1
RECOMMENDATION:
It is recommended that the City Council approve Change Order#1 (subject to FAA
approval)to agreement#4347 with E.L. Yeager Construction, Inc. for safety area soil
stabilization improvements in the amount of $737,800.
SUMMARY:
Million Air, the Fixed Base Operator (FBO) on the east side of the Airport has
expressed concerns over soil erosion adjacent to theirfacility. Staff has been working
with Million Air and the Federal Aviation Administration (FAA)for quite some time, and
the FAA has recently allocated Airport Improvement Program (AIP)funds to complete
this work. This change order with an existing contractor would allow the work to be
completed by the end of the year.
BACKGROUND:
Over the past several years, soil stabilization has been an essential work item of
several AIP projects. By grading and installing medium coarse rock, the amount of
dust generated at the Airport has been reduced significantly. Also, the amount of
weed growth and wildlife habitat within the critical safety areas of the Airport has been
reduced. This same rock material will be applied to the area adjacent to Million Air,
which will provide the same benefits that have been realized in other areas of the
Airport.
By utilizing an existing contractor already working on the Airport, the overall cost can
be reduced by the elimination of move-in and security, which has already taken place
with the taxiway "W" rehabilitation.
The price of$737,800 has been negotiated with E.L. Yeager Construction based on
unit cost values.

Funding for this work has been provided for in the recently approved AIP-33 grant
from the FAA. The grant has been authorized and will be received in the near future,
at which time an offsetting budget amendment will be utilized to place the project in
the budget.

The following changes are hereby made to the Contract Documents:
1. Add:Schedule H Runway"13L/31R'Safety Area Stabilization,See Exhibit I,attached.
Justification:
1. This project will complete the safety area stabilization of all runway approaches at the Airport. The
approaches will be cleared of existing brush and graded to accommodate drainage then the area will
be covered with crushed aggregate to stabilize the surface.
CHANGE TO CONTRACT PRICE
Original Contract Price: $5,049,966.00
Current Contract Price,as adjusted by previous change orders: $5,049,966.00
The Contract Price due to this Change Order will be increased by $737,800.00
The new Contract Price due to this Change Order will be: $5,787,766.00
CHANGE TO CONTRACT TIME
The Contract Time will be increased by 0 calendar days.
The date for completion of all Schedule Il work under the contract will be October 1,2001.

To be effective,this order must be approved by the Sponsor and the FAA if it changes the scope of the objective of

Conditions:
1. All construction shall be performed in accordance with the contract documents.
2. The airport will encourage Million Air F.B.O. to cooperate in the construction process, i.e. use of
hydrants and piping access, staging area,perimeter gate access and crossing ramp.
3. P-152 Unclassified Excavation (including existing roto-mill tailings and P-218 pock) is intended
to balance among the areas of work. However, should export be required the excess materials will
be disposed off-site in accordance with the contract documents.
4. D-701e Cleanout Existing 30" x 42" CMP Arch - Entire Lengths, Inlets and Outfalls intent is to
deanout completely all six Corrugated Metal Arch Pipes. Remove all sand, dirt, debris and
blockages.
5. Dust Control is required in accordance with the contract documents.
6. A SWPPP plan is required in accordance with P-153.
7. Runway"13L/31R'will be closed for work in the Runway Safety Area.
8. Taxiways and Ramps surrounding the work areas will be active during construction. The
Contractor shall be required to have a radio-equipped flagman present during all work within the
taxiway safety areas.

I HEREBY CERTIFY that this Minute Order, approving Change Order #1 (subject to
FAA approval) to Agreement No. 4347 with E.L. Yeager Construction, Inc. for safety
area soil stabilization improvement, in the amount of $737,800, was adopted by the
City Council of the City of Palm Springs, California, in a meeting thereof held on the
5th day of July, 2001.
