DATE: July 5, 2001 TO: City Council FROM: Assistant City Manager- Special Projects AIRPORT FIRE STATION EXPANSION RECOMMENDATION: It is recornmended that City Council award contract for Expansion of the Airport Rescue and Fire Fighting Station, City Project No. CP 2000-32, to Palm Valley Construction in the amount of $877,000, including Alternates 1 and 3, establish contract administration parameters, and approve Change Order#1 a deduct amount of($16,690). SUMMARY: This project entails the eastward expansion of the existing fire station bays to accommodate the new fire apparatus being purchased by the Airport. Due to unexpected increase in new vehicle length,a Change Order has been negotiated with the low bidder. This project is 90% FAA finding with a 10% Airport match. BACKGROUND: The Airport fire apparatus is fifteen years old and is in the process of being replaced. The replacement vehicles are larger than the existing and will not fit in the existing fire station bays. A federal grant has been received to expand the station to the east to allow for four(4) new larger bays. Commercial Diversified 1,000,000 36,500 6,500 19,500 As Required* * Non-responsive bids -no DBE commitment offered. 104 Airport Fire Station Expansion July 5, 2001 Page Two Alternate 1 is the replacement of the street side apparatus doors, Alternate 2 is a new floor finish in the old apparatus bays and Alternate 3 is an exhaust system for the street side apparatus; all of these are budgeted in the General Ftmd. The low responsive bidder is Palm Valley Construction. The contractor has offices in Bermuda Dunes with principles of Richard Frenzel, President, Karla Frenzel, Secretary/Treasurer. Their DBE commitment of 5% is below the goal of 15% and the contractor has submitted proof of a"good faith effort"which has been reviewed and found to be such an "effort." The day following the bid, the Fire Department was notified by one of the potential ARFF truck bidders that their new truck, meeting the new regulations, was three feet longer than the data they provided for the design of this fire station addition. To accommodate this additional length, further modification to the existing building is necessary and Change Order No. 1 was negotiated with the contractor. This change also included the deletion of the maintenance pit, an exhaust system and floor coating. Total effect of the Change Order is a deduct of($16,690). A Resolution is attached which would award the contract subject to FAA approval and establish administrative parameters,including authorization for the Administrator to approve Change Orders up to 7% of project bid.
