RECOMMENDATION: That the City Council nominate one or more individuals for appointment to the Santa Rosa and San Jacinto Mountains National Monument Advisory Committee. A draft minute order is attached. SUMMARY: The City Council may nominate any member of the community for one or more of the nomination categories. Nominations could include elected officials, appointed officials, citizens, or a staff representative. Committee members will sit in an advisory role for the preparation of the Santa Rosa and San Jacinto Mountains National Monument Management Plan. Nominations must be submitted by July 02, 2001. BACKGROUND: The Bureau of Land Management has released a call for nominations for appointment of members for the National Monument Advisory Committee. Nominations are being accepted for the following categories: 1. A representative with expertise in natural science and research selected from a regional college or university; 2. A representative of the California Department of Fish and Game or the California Department of Parks and Recreation; 3. A representative of the County of Riverside, California; 4. A representative from each of the following cities: Palm Springs, Cathedral City, Rancho Mirage, La Quinta, Palm Desert, and Indian Wells; 5. A representative of the Agua Caliente Band of Cahuilla Indians; 6. A representative of the Coachella Valley Mountains Conservancy; 7. A representative of a local conservation organization; 8. A representative of a local developer or builder organization; 9. A representative of the Winter Park Authority; and 10. A representative of the Pinyon Community Council. The City Council should take action to endorse a nomination for category 4—Palm Springs representative and any other category. Terms are three years, except one-third of the d�� initial members will be appointed to one and two year terms. Members of the Committee will advise the Secretaries of Interior and Agriculture on resource management issues associated with the National Monument. Jim is a resident of Palm Springs. He has worked at the Palm Springs Desert Museum as its Curator ofNatural Science for twenty-five years and has been an instructor for the University of California Riverside Extension for twenty years. In his duties as Curator of Natural Science,he has conducted comprehensive studies on the ecology of desert palm oases. His more than 30 scientific papers on oasis ecology have made him an acknowledged expert in this area. He has also conducted extensive studies on the animal life of the monument during his graduate studies and, more recently, as a biological consultant. Jim's popular writings on desert ecology and plant and animal resources are extensive and his weekly column in The Desert Sun has helped to keep the public informed on environmental issues. Jim is an active member of the Joshua Tree National Park Association and The Desert Sun Environmental Advisory Board. It is my belief that Jim Cornett would be an excellent choice for the natural science research position on the board.
