HomeMy WebLinkAbout6/20/2001 - STAFF REPORTS (16) Q DATE: June 20, 2001 TO: City Council FROM Director, Department of Facilities PROPOSITION 12 SAFE NEIGHBORHOOD PARKS,CLEAN WATER,CLEAN AIR,AND COASTAL PROTECTION BOND ACT OF 2000 RECOMMENDATION: That City Council adopt a resolution that will allow the State of California, Department of Parks and Recreation, Office of Grant Services to encumber Per Capita Grant Program funds as designated in State Proposition 12 on behalf of the City of Palm Springs. SUMMARY: Staff asks that City Council adopt a resolution that allows the State of California, Department of Parks and Recreation, Office of Grant Services to encumber Per Capita I and 11 grant funds in the amount of$395,000 for the design and construction of the skate park as recommended by staff and the Parks and Recreation Commission. BACKGROUND: On March 7, 2000, California voters sent a clear message with the passage of the 2000 Parks Bond Act that strongly supported state and local parks. The Parks Bond Act of 2000 provides $2.1 billion for a variety of parks and other projects at the state and local levels, including $842.5 million for local parks. The Park Bond Act requires that$388 million of that be distributed on a per-capita basis. The per capita grant program is separated into two programs (Per Capital I and Per Capita 11) based upon population. The City of Palm Springs' population (43,500) is based on January 1, 2000 figures provided by the State Department of Finance. Per Capita 1 ($6.43 per capita)yields the City $279,705 and Per Capita 11 ($2.64 per capita) yields the City $114,840. The combined total equals $395,000. All allocations were rounded to the nearest thousand. The per capita grants do not require local matching funds and may be used for a variety of purposes, focusing on acquisition, development, improvement, restoration, and interpretation of local park and recreation lands. The City will receive $395,000 from the per capita grant, which staff and the Parks and Recreation Commission recommend go towards the design and construction of the skate park. WHEREAS the people of the State of California have enacted the Proposition 12 Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2000,which provides funds to the State of California and its political subdivisions for acquisition, development, improvement, restoration, and interpretation of local park and recreation lands; and WHEREAS the State Department of Parks and Recreation has been delegated the responsibility for the administration of the program within the state, setting up necessary procedures governing application by local agencies under the program; and WHEREAS said procedures established by the State Department of Parks and Recreation require the City to certify by resolution the approval for it to encumber said funds on behalf of the City of Palm Springs, NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs: SECTION 1. That the California State Department of Parks and Recreation is hereby allowed to encumber per capita grant program funds as designated in state Proposition 12 on behalf of the City of Palm Springs. SECTION 2. That the City Manager is hereby appointed as agent of the City to conduct all negotiations with the State Department of Parks and Recreation. ADOPTED this 20" day of June, 2001.
