Ready, City Manager BY: Department of Aviation SUMMARY Request approval for the emergency purchase to replace the Airport Uninterruptible Power Supply (UPS). The current UPS recently failed on two occasions during City power outages. This posed an immediate security concern, and it was determined that the equipment was at the end of its' service life. The UPS was replaced during December 2006 under the emergency procedures of the City Procurement ordinance. RECOMMENDATION: Adopt Minute Order No. , approving the emergency expenditure of $30,361.38 for a replacement Uninterruptible Power Supply for the Airport. STAFF ANALYSIS: In mid-December, 2006, two Southern California Edison power outages occurred which affected the Airport. The Airport UPS, a critical component of the security access control system (SACS), failed to supply emergency power on both occasions. When the UPS failed, it caused a complete system crash. For a short time, the Airport lost critical security functions, such as door and gate access, cameras, and emergency lighting. Although the SACS equipment restored within a few minutes, the failure is unacceptable from the standpoint of Airport security functioning and distress to system electronics. The UPS in question is now 15 years old. The technology has changed considerably, and Titan Power, the firm contracted to maintain it, had recommended replacement during next fiscal year. Airport staff recommended immediate replacement, with concurrence of the City Manager. A new unit, capable of handling Airport expansion for the foreseeable ITEM NO. `XIY� City Council Staff Report (January 3, 2007 -- Page 2) (Airport UPS Replacement) future, was quoted and purchased under section 7.04,040 "Emergencies: Procedures", Paragraph (3), of the City Procurement Ordinance. The installed cost for the UPS unit was $30,361.38. At its regularly scheduled meeting on January 3, 2007, the Airport Commission recommended City Council approve the emergency expenditure of $30,361.38 for a replacement Uninterruptible Power Supply for the Airport. FISCAL IMPACT: IFinance Director Review: Funds for the emergency purchase of the Airport UPS were available in accounts 415- 6400-56053 Security Improvements and 415-6002-42690 Contingency. (David H.
