AIRPORT FIRE STATION EXPANSION
RECOMMENDATION:
It is recommended that City Council award contract for Expansion ofthe Airport Rescue and
Fire Fighting Station, City Project No. CP 2000-32, to Palm Valley Construction in the
amount of$877,000, including Alternates I and 3, and establish contract administration
parameters.
SUMMARY:
This project entails the eastward expansion of the existing fire station bays to accoimnodate
the new fire apparatus being purchased by the Airport. This project is 90% FAA funding
with a 10%Airport match.
BACKGROUND:
The Airport fire apparatus is fifteen years old and is in the process of being replaced. The
replacement vehicles are larger than the existing and will not fit in the existing fire station
bays. A federal grant has been received to expand the station to the east to allow for four(4)
new larger bays.
This project has been advertised and bids were received at 2:00 p.m. on May 3, 2001, as
follows:

Alternate 1 is the replacement of the street side apparatus doors, Alternate 2 is a new floor
finish in the old apparatus bays and Alternate 3 is an exhaust system for the street side
apparatus; all of these are budgeted in the General Fund.
The low responsive bidder is Palm Valley Construction. The contractor has offices in
Bermuda Dunes with principles of Richard Frenzel, President, Karla Frenzel,
Secretary/Treasurer. Their DBE commitment of 5% is below the goal of 15% and the
contractor is submitting proof of a"good faith effort" which will be reviewed prior to the
Council meeting.
A Resolution is attached which would award the contract subject to FAA approval and
establish administrative parameters,including authorization forthe Administrator to approve
Change Orders up to 7% of project bid.
Funds are available in Airport Account 415-6600-56045, "ARFF Vehicle/Building."

OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA,
FINDING THAT THE BIDS FROM R. MOODY CONSTRUCTION,
R.E.FLEMMING, AND COMMERCIAL DIVERSIFIED ARE NON-
RESPONSIVE, AWARDING CONTRACT TO PALM VALLEY
CONSTRUCTION FOR THE EXPANSION OF THE AIRPORT RESCUE AND
FIRE FIGHTING STATION, CITY PROJECT 92000-32, AIP-32, SUBJECT TO
FEDERAL AVIATION ADMINISTRATION APPROVAL,IN THE AMOUNT OF
$877,000, INCLUDING ALTERNATES 1 AND 3, AND ESTABLISHING
PROJECT ADMINISTRATION PARAMETERS.
WHEREAS the Palm Springs International Airport is in the process of replacing its fire fighting
vehicles with larger vehicles which can no longer be accommodated in the existing station bays;and
WHEREAS the Airport has received a federal grant to expand the station and plans have been
developed and bid competitively,
NOW THEREFORE BE IT RESOLVED as follows:
1. That the bids from R. Moody Construction,R.E. Fleming, and Commercial Diversified are
hereby found to be non-responsive as no DBE commitments were provided; and
2. That the Expansion of the Airport Rescue and Fire Fighting Station,City Project 42000-32,
AIP-32, subject to FAA approval, is hereby awarded to Palm Valley Construction in the
amount of$877,000, including Alternates 1 and 3; and
3. That the Assistant City Manager-Special Projects is hereby appointed as Project
Administrator; and
4. That the Project Administrator is hereby authorized to approved Change Orders up to 7%of
the project bid.
