OF THE CITY COUNCIL OF TIIE CITY OF PALM SPRINGS, CALIFORNIA ESTABLISHING AN AIRPORT CONSTRUCTION PROJECT ADMINISTRATOR TEMPORARY POSITION FOR THE AIRPORT HOLD-ROOM/LANDSCAPING PROJECT AND ITS RELATED SUB-PROJECTS AND ESTABLISHING PROJECT ADMINSTRATION PARAMETERS INCLUDING CHANGE ORDER AUTHORITY. WHEREAS the Airport has begun the addition of new regional jet passenger hold-rooms south of the Sonny Bono Concourse; and WHEREAS the overall project encompasses the addition of new hold-rooms as well as related demolition projects, site and landscaping, security walls, and aircraft ramp expansion; and WHEREAS the completion of the project, on schedule, is a priority of the Airport to accommodate the relocation needs of several airlines currently serving the airport; and WHEREAS to help insure the timely completion of this complicated expansion program, the City Council is desirous of establishing special change order authority and establishing project administration parameters, NOW T14EREFORE BE IT RESOLVED by the City Council of the City of Palm Springs as follows: SECTION 1. That the City Manager is authorized to award constriction contracts related to the Hold-room project up to $100,000 each. SECTION 2_ That a new classification description (part-time/temporary) is hereby ��°1—' added to the Allocated Positions and Compensation Plan, effective December 29 2006 of Airport Construction Project Administrator (temporary) at a pay range of $75 to $90/hour. This plan will establish a temporary position to allow hiring an individual with special skills needed by the City in performing this work on a limited duration and for a specified project. SECTION 3. That the Airport Construction Project Administrator, in consultation with the City Manager, is hereby authorized to execute all necessary construction documents on behalf of the City and is authorized to approve cumulative change orders up to $400,000, subject to regular reporting back to the City Council. When the amount of$400,000 is exceeded, additional authority will be required by the City Council or all additional change orders thereafter shall by approved by City Council. � �j keel ADOPTED THIS 3`d day of January, 2007. Ready, City Manager BY: City Manager SUMMARY This action would establish an Airport Construction Project Administrator temporary position and approve construction project administration parameters including special change order authority for the Airport Hold-room project. RECOMMENDATION: Adopt Resolution No. , establishing an Airport Construction Project Administrator for the Airport Hold-room/landscaping project and its related projects and establishing project administration parameters including change order authority. STAFF ANALYSIS: The Airport has undertaken the addition of regional jet passenger hold-rooms south of the existing Sonny Bono Concourse. Due to the uncertainty of grant fund availability the project was reduced in scope. Some of the grant funding was restored and the Airport Commission will be asked on January 3, 2007 to utilize some of its reserves to cover project costs. With these additional funds there will be several ancillary projects added back to the program. This additional work will be added back without extending the move-in date for the airlines. To coordinate the various pieces of this ever increasingly complicated project it is recommended that City Council establish an Airport Construction Project Administrator temporary position at a pay range of $75 to $90/hour; estimated at $67,000 through the end of the fiscal year. It is further recommended that special approval authority up to $100,000 for small contracts related to the overall project be given to the City Manager, this authority will allow for an expedited contract approval process ITEM NO. City Council Staff Report January 17, 2007 - Page 2 Construction Administration Parameters To ensure expedited administration of the overall project it is recommended that the City Council authorize the Airport Construction Project Administrator, in consultation with the City Manager, to approve cumulative change orders up to $400,000, with regular reports of Change Order activity submitted back to City Council. FISCAL IMPACT: IFinance Director Review.- The limitations on the Change Order Authority can be fully funded from existing Federal Grants and the requested allocation of Airport Funds. The authority allowing change orders to be approved in the field will help to minimize any delays that could occur when following the regular approval processes. The cost of the temporary Airport Construction Project Administrator will be funded from continuing Airport salary savings and from Airport Capital Funds. �1 David H.
