O�QALM S.. .y ti 0 U N M it, CITY COUNCIL STAFF REPORT DATE: January 3, 2007 Consent Agenda SUBJECT: Airport Hold-rooms Fire Alarm Installation FROM: David H. Ready, City Manager BY: Department of Aviation SUMMARY This action would authorize the City Manager to execute a contract with the current fire alarm system maintenance contractor to expand the system to cover the New Hold- room area. RECOMMENDATION: Adopt Resolution No. , establishing SimplexGrinnell LP as a "Sole Source" provider for the fire alarm system at the airport and authorize the City Manager to enter into a contract with SimplexGrinnell LP to expand and install the system in the new Hold-room Project for a lump-sum amount of$69,963, all subject to Federal Aviation Administration approval. STAFF ANALYSIS: The airport passenger terminal has a very complex fire alarm system installed though- out. With the expansion of the airport, via the New Hold-room project, the existing system must be expanded into this new area. For the new area to properly function within the existing system the expansion must be accomplished with like alarm devises. The Procurement Ordinance, Section 7.05.040(3) Standardization, states "Standardization of supplies, materials and equipment of construction components is permited and specification may be limited to a single brand." Section 7.04,030 Special Expertise Procurement, states "...due to experience and expertise demonstrated in prior contracts with the City a particular contractor is uniquely qualified for a particular task." SimplexGrinnell LP is the contractor that has installed the Fire Alarm system, expanded the system previously and has carried out all maintenance on the system and meets the Sole Source provisions of the Procurement Ordinance as outlined above. SimplexGrinnell LP has provided a lump quote for the designed system equipment and installation for$69,963. The attached Resolution establishes the Sole Source provider and authorizes the City Manager to enter into a contract with SimplexGrinnell LP for the fire alarm system. FISCAL IMPACT: IFinance Director Review: The contract amount of $69,963 will come from AIP Federal Grant 38 which still has over $1 million available for the Hold-room Project. WHEREAS, the Palm Springs International Airport passenger terminal has a very complicated fire alarm system which was originally installed by Simplex (predecessor of SimplexGrinnell LP) and has been expanded and maintained by the firm; and WFIEREAS, the Palm Springs Procurement Ordinance allows for "Standardization" and "Sole Source Provider" status for a system and an installer per Sections 7.05.040(3) and 7.04,030; and WHEREAS, SimplexGrinnell LP meets the requirements of the Palm Springs Procurement Ordinance as a "Sole Source Provider" as it is advantageous for maintenance and equipment compatibility to stay with standardized system components, and to utilize the company that is familiar with the existing system; and THE CITY COUNCIL OF THE CITY OF PALM SPRIINGS DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That SimplexGrinnell LP and the Fire Alarm System that they install are hereby found to meet the provisions of Sections 7.05.040(3) and 7.04.030 of the Palm Sprhigs Procurement Ordinance and are therefore approved as a "Sole Source Provider",- and SECTION 2. That the City Manager is hereby authorized to enter into a contract with SimplexGrinnell LP to expand and install the Fire Alarm System in the new Hold-room Project for a lunap sum amount of $69,963, subject to the Federal Aviation Administration approval.
