Subject: AWARD OF CONTRACT FOR THE 2006/2007 CITYWIDE SEWER
REPAIRS, CITY PROJECT NO. 06-04

SUMMARY
This year, there are two locations where relatively short sections of existing sewer main
need to be reconstructed to eliminate sags in the pipe which are prohibiting steady
sewage flow. One location is on Bogert Trail approximately 300 feet east of South Palm
Canyon Drive, and the second location is on West Bonair Drive approximately 100 feet
east of Granada Avenue. Award of this contract will allow staff to proceed with this
annual sewer maintenance program.
RECOMMENDATION:
1) Adopt Minute Order No. "APPROVING AGREEMENT NO. IN THE
AMOUNT OF $181,256.00 WITH TRI STAR CONTRACTING, INC., FOR BID
SCHEDULES A AND B, FOR THE 2006/2007 CITYWIDE SEWER REPAIRS,
CITY PROJECT NO. 06-04;" and
2) Authorize the City Manager to execute all necessary documents.
STAFF ANALYSIS:
The Public Works Department oversees the maintenance of the City's sewer system.
Each year, the Department identifies capital projects which are needed to keep the
sewer system in a state of good repair and functioning trouble-free.
Two locations of existing sewer main have become maintenance problems, and require
removal and replacement. One location is a segment of sewer main on Bogert Trail just
east of South Palm Canyon Drive; the second location is a segment of sewer main on
Bonair Drive in the Desert Highland Gateway community. Each of these sewer main
segments has sagging, or broken main, causing restrictions in flow.

The sewer main replacement on Bonair Drive will be relatively easy, as the work is
located on a local street. Access will be preserved to the adjacent homes during
construction, but through traffic will be diverted through the neighborhood. The sewer
replacement on Bogert Trail, however, is more difficult, due to the depth of the sewer
line (at approximately 16 feet), and the fact that Bogert Trail is the one way into that
portion of the City. During the day, traffic volumes are high due to the amount of
construction activity occurring in that area. Normally, we would propose night work to
eliminate any disruptions to traffic during the day. However, the location of the work is
adjacent to existing homes on Bogert Trail, and the inconvenience to these residents
due to major construction work occurring at night is not recommended.
Because Bogert Trail carries considerable traffic that can not be detoured to an
alternate route, staff proposes that the work be performed during regular daytime work
hours with the Contractor maintaining one lane of traffic through the work zone with
flagmen controlling traffic. The project specifications require the Contractor to monitor
traffic delay time with a stopwatch so no motorist is delayed more than 90 seconds.
The 90-second delay is similar to delays commonly encountered elsewhere in town at
signalized intersections.
The plans and specifications were prepared by Department staff, and on November 1,
2006, the City Council approved the plans and specifications and authorized
construction bidding. On November 21 and 28, 2006, the project was advertised for
bids, and at 3:00 P.M. on December 12, 2006, the Procurement and Contracting
Division received construction bids from the fallowing contractors:
1. Genesis Construction; Hemet, CA
2. Zondiros Corp.; Mission Viejo, CA
3. Powell Engineering Construction; Orange, CA
4. SJ&B Group, Inc.; Riverside, CA
5. Tri Star Contracting, Inc.; Desert Hot Springs, CA
6. Nikola Corporation; Irvine, CA
7. Granite Construction Company, Indio, CA
Refer to Attachment 1 for the Bid Summary.
The Engineer's Estimate was $209,150 for Bid Schedule A and $59,400 for Bid
Schedule B, for a total estimate of $268,550. The low bid was submitted by Tri Star
Contracting, Inc. The company is a California corporation, and its principal officers are
Larry J. Owens, President; and Ted Krehbiel, Chief Financial Officer.

this Minute Order approving Agreement No. in the amount of $181,256.00
with Tri Star Contracting, Inc., for Bid Schedules A and B, for the 2006/2007
Citywide Sewer Repairs, City Project 06-04, was adopted by the City Council of
the City of Palm Springs, California, in a meeting thereof held on the 3rd day of
January, 2007.
