CALIFORNIA ENERGY COMMISSION GRANT ACCEPTANCE
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute all
necessary paperwork to accept a grant from the California Energy Commission in an
amount up to $100,000.00.
SUMMARY:
The California Energy Commission recently made available approximately$38 million
in grant funds as part of the "Innovative Peak Load Reduction Program." The goal of
the program is to reduce peak electricity demand on the California electricity system
by tapping the creativity of the private market. This action would allow the City
Manager to accept the grant on behalf of the City.
BACKGROUND:
On April 4, 2001, the City Council authorized Siemens Building Technologies, Inc. to
complete modifications to the Airport's central plant such that chilled water could be
returned to the COGEN plant for thermal storage, which will allow the plant to provide
adequate cooling to the various City facilities. This project is scheduled for completion
within the next week.
Staff is finalizing the grant application process, however it appears that as much as
$80,000 of the installation cost for this project could be returned to the City. The
deadline for submitting the application is June 14, 2001 and staff would like to have the
support of the City Council at that time.
The Airport Commission will consider this item at its regularly scheduled meeting of
June 6, 2001.
The attached resolution would authorize the City Manager to accept a grant totaling
$100,000.

RESOLUTION NO. 20056
OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA,AUTHORIZING THE CITY MANAGER TO ACCEPT
A GRANT FROM THE CALIFORNIA ENERGY COMMISSION UP
TO $100,000 ON BEHALF OF THE CITY.
WHEREAS the California Energy Commission provides grant/contracts to
finance energy efficiency projects that will reduce peak electricity demand
or renewable generation to augment peak electricity supply; and
WHEREAS the Airport has submitted the application for a grant from the
California Energy Commission;
NOW THEREFORE BE IT RESOLVED as follows:
1. That the City Council authorizes the City of Palm Springs to apply for
funding from the California Energy Commission for modifications to the
Airport central plant.
2. That if recommended for a funding award by the California Energy
Commission, the City of Palm Springs authorizes the City Manager to
accept a grant up to $100,000.
3. That the City Manager is hereby authorized and empowered to execute
in the name of the City of Palm Springs all necessary documents to
implement and carry out the purpose of this resolution, and to
undertake all actions necessary to undertake and complete the energy
efficiency project.
