Ready, City Manager BY: Department of Aviation SUMMARY This action would authorize the City Construction Project Administrator to finalize negotiations with Harbor Construction for Demolition/Security Wall/Grading improvements at the Airport Hold-room Project Small Courtyard and Connector Walkway. RECOMMENDATION: Adopt Resolution No. , authorizing the City Construction Project Administrator to finalize negotiations and approve Change Order No. 2 for the New Hold-room Courtyard Yard and Connector Walkway demolition/security wall/grading improvements, Agreement No. A5257, with Harbor Construction Co., Inc., in amount not to exceed $750,000, and report back to City Council at the conclusion of the process. STAFF ANALYSIS: As reported in the original staff report an effort has been underway to try and receive three separate quotes from Harbor Construction for landscape/site work at the Airport Terminal Courtyards. The project is quite detailed and as such there was not enough time to reach a final conclusion with the contractor on all three quotes. The proposal received leads staff to believe that there may be funding issues in order to cover all three separate areas of the project. Because of potential funding problems with the larger project it is recommended that the focus now be on completing the work necessary for the new terminal to be able to be utilized when completed. The Change Order proposed will cover the demolition of the remaining covered walkway from the existing terminal area to the new Hold-room (passengers will then depend on trees for protection from the elements) as well as necessary grading work and the installation of new security wall; split face masonry on the west, facing the back-of-house, and glass .%�onTA� w 'wla� ��X" 6B City Council Staff Report December 6, 2006 - Page 2 Supplemental Report-Item 5c facing to the east. All of this work should be able to be completed for less than $750,000. The remaining flat work and landscaping will be brought back at a later time, Timing is very important on the approval of a Change Order so as to avoid the potentials for delay claims from the contractor. It is for this reason that staff recommends City Council authorize the Construction Project Administrator to finalize the negotiations and approve a Change Order for the New Hold-room Courtyard and Connector Walkway areas only. Once this effort is complete staff will report back to City Council. This direction should result in the contractor beginning the necessary construction work in a reasonable sequence no later than the beginning of the year. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, AUTHORIZING THE CITY CONSTRUCTION PROJECT ADMINISTRATOR TO FINALIZE NEGOTIATIONS WITH HARBOR CONSTRUCTION AND APPROVE CHANGE ORDER NO. 2 TO AGREEMENT A5257 FOR DEMOLITION/SECURITY WALL/GRADING IMPROVEMENTS AT THE AIRPORT NEW HOLD-ROOM COURTYARD AND CONNECTOR WALKWAY IN AN AMOUNT NOT TO EXCEED $750,000, AND TO REPORT BACK TO CITY COUNCIL AT A REGULAR MEETING. WHEREAS, the City Construction Project Administrator has been working with the contractor on the Airport New Hold-room project, Harbor Construction, to come to agreement on a second change order that would authorize security wall/landscape/site improvements in three areas of the Airport Terminal; and WHEREAS, to avoid the potential for delay claims from the contractor it is vent' important that direction be received from City Council at the December 6, 2006 regular meeting; and WHEREAS, due to the complicated nature of the proposed additional work there has not been adequate time to finalize pricing for the project; the negotiations that have been accomplished are revealing that overall cost will exceed the current budget allocations for the project; and WHEREAS, the most important portion of the proposed work is the courtyard directly in front of the New Hold-rooms and the Connector Walkway; these areas must be completed to allow passenger access to the new facility; and THE CITY COUNCIL OF THE CITY OF PALM SPRINGS DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That the City Construction Project Administrator is hereby authorized to finalize negotiations with Harbor Construction for the demolition/security wall/grading improvements necessary to complete the courtyard area directly in front of the Airport New Hold-rooms and the Connector Walkway; and SECTION 2. That the City Construction Project Administrator is authorized to take the final negotiations with Harbor Construction and approve Change Order No 2 to Agreement A5257 in an amount not to exceed $750,000, and SECTION 3. That the City Construction Project Administrator is directed to report back to City Council at a regular meeting with the final pricing of the Change Order. ASOPTED THIS 6"' day of December, 2006. AND STAFF AUTHORIZATION FOR CHANGE ORDERS FROM: David H. Ready, City Manager BY: Department of Aviation SUMMARY This action would approve a Change Order with Harbor Construction to carry out the landscape/site work for the airport terminal building courtyards. RECOMMENDATION: Adopt Minute Order No. , approving Change Order No. 2, option to Agreement No. A5257 with Harbor Construction Co., Inc., in the amount of ,$ for landscape/site work in the airport terminal building courtyards. STAFF ANALYSIS: Several months , back the City Council approved Agreement A5257 with Harbor Construction for the development of a new regional jet boarding facility (Hold-rooms). Due to the uncertainty from the Federal Government on grant funding levels the project was initiated as a building only and did not include the landscape/site work necessary for the facility to open. Landscape/site improvement plans have been developed by Michael Buccino & Associates for the Main Terminal Courtyard, the Connector Walkway and the New Hold- room Courtyard (See attached 8 'Y2 X 11 drawing). To provide flexibility in making a recommendation for City Council consideration staff has asked the contractor to provide three separate quotes, one for each of the distinctive areas outlined on the plans. A description of the work in the three options is as follows: A. MAIN TERMINAL COURTYARD: Demolish the two temporary Hold-room facilities, the covered walkways between the main terminal and the Sonny Bono Concourse, ITEM NO.. � — City Council Staff Report December 6, 2006 -- Page 2 Harbor Change Order#2 existing site work and landscaping. Replace this with a new courtyard hardscape and landscape plan to include a large water feature near the entry to the main terminal. B. CONNECTOR WALKWAY: Demolish the existing covered walkway, site work and landscaping. Construct new security walls along the edge of the aircraft apron and install new landscaping. C. NEW HOLD-ROOM COURTYARD. Realign the security walls, construct new hardscape and landscape to include a water feature and night lighting. The highest priority of work is the New Hold-room Courtyard as it is required to be completed before passengers could safely access the new facilities. If this was the only option selected there would also need to be some a minor amount of site and landscape work completed at the north end of the connector walkway. Harbor Construction has priced the work options as follows: A. Main Terminal Courtyard $ Deduct Water Feature ($ ) Deduct Cobbled Mow Strip ($ ) B. Connector Walkway $ Deduct Security Wall Grade ($ ) C. New Hold-room Courtyard $ Deduct Water Feature ($ ) Deduct Security Wall Grade ($ ) Staff recommends that City Council approve Change Order No. 2 to be Option FISCAL IMPACT: Finance Director Review: Funding for this work will come from Federal Aviation Airport Improvement Grant 38 and from airport funds. The AIP 38 funds that remain available for this project total $1 million. The airport has approximately $5.5 million of its own funds from which the current five year Airport Capital Improvement Plan needs of $3.5 million must be subtracted, leaving $2 million available for this project.
