I am writing concerning the issue that you brought forth concerning the resignation of Commissioner Freehling. Your statement, which you made more then once that the Public Arts Commission was in support of retaining Commissioner Freehling although hex residency status has changed is incorrect. This topic has never been brought forward in any meeting by Chairperson Stem or any other Commissioner, hence there is no existing support to substantiate this statement_ Chairmen Stem is functioning outside his capacity to advocate retaining exiting Commissioner Frueling in any capacity without the input of the other Commissioners. This is stated clearly in the Brown Act. Further more I find it odd that such strong attempts are being made to retain Commissioner Frueling. Whereas she has made many great contributions to the City of Palm Springs as a Public Arts Commissioner I must question why you or Chairperson Stcm feel that she be retained in any capacity. She has resigned, her post is open and will be filled by a qualified candidate. She is more then welcome to speak as any other person during the beginning of the meeting when public comments are taken. I will not support having her or any other person sit in a ex-officiary capacity. The Commission is comprised of seven members. To invite a guest speaker is understandable, however to retain someone in an ex-officiary position is simply an insult to the other Commissioners. It is saying that her replacement or the remaining Commissioners are incapable of continuing on without her input. Vice-Chair Fruehling has been an exceptional addition to the Public Arts Commission. She has numerous contacts in the art world that have allowed her to bring forth several sculptures that have been placed in Palm Springs to widespread appreciation by the public-at-large. She is a senior member of the Cormmission, having served approximately 2-1/2 years on the Commission. Barring myself, she is the longest serving member of the Commission, and given that 3 of the Commissioners have begun serving just this past September, and the rest have served just over a year, her experience and guidance are invaluable. The commitment that she brings forth is a source of energy and inspiration for the Commission as a whole. Her many years spent as an extremely successful businesswoman brings to the Commission someone who understands the fiscal responsibility of the Commission, and possesses a keen understanding and analysis of the nuts and bolts of the fiscal world. She is singular on the Commission in this regard. Her dedication is tireless,her commitment and willingness to give of herself with both time and labor, as well as her knowledge of art and her understanding of what makes public art successful in Pahn Springs make her an exceptionally gifted Commissioner, the hikes of which I'm not certain that we're likely to see again. It has now become our main residence. Our house in Palm Springs is on the market for sale. And while it is our intent to keep a second smaller home in Palm Springs, I will have to resign from my position as Vice Chair and Commissioner of the Public Arts Commission of the City of Palm Springs because I will no longer be a permanent resident of Palm Springs. I very much regret that I have to leave the Commission because I enjoyed the work tremendously and I am very happy that I was able to contribute to the sophistication ' and "beautification" of the City. I like to take this opportunity to thank you for having given me the opportunity to serve on the Commission. I' PALM SPRINGS, CA 92262 November 24, 2006 Mr. James Thompson City Clerk of Palm Springs 3200 E Tahqultz Canyon Way • Palm Springs, CA 92262 i Re: Public Arts Commission of Palm Springs As you know I have resigned as Commissioner and Vice Chair of the Public Arts Commission of Palm Springs because my main residency has changed from Palm Springs, CA to Colorado Springs, CO. However, I still maintain a second home in Palm Springs and learned that it may be possible that an exception could be made and that I would be allowed to serve out my term as a Commissioner. As a very enthusiastic member of the Commission, I have been working hard on proposals brought before the Commission, researching projects, and making suggestions and presentations. I am responsible for bringing forward to the Commission the two sculptures that have been recently installed in Palm Springs, Whirlwind VI (Ruth Hardy Park) and Wave Rhythm (Sunrise Park). Please note that, except for the Chair, Michael Stern, the current members of the Public Arts Commission are relatively new to it. They have either served one year or just started this September. They are a great group, enthusiastic, energetic and industrious. Michael and I are the only two members that have served for two years and are now in our third. I would like to remain part of this group until the end of my term to bring a bit of seniority and past experience to the Public Arts Commission of the City of Palm Springs.
