Ready, City Manager BY: Fire Chief SUMMARY This action would approve the purchase of two ZOLL E-Series ACLS defibrillators, related support equipment, one year extended warranty, and one year preventative maintenance for the fire department paramedic program. RECOMMENDATION: Adopt Minute Order No. _, approving the purchase of two ZOLL E-Series ACLS defibrillators, related equipment, one year extended warrantee, and one year preventative maintenance, from ZOLL Medical Corporation in the amount of $50,597.78 using Riverside County contract pricing. STAFF ANALYSIS: The Fire Department currently has four ZOLL M-Series ACLS defibrillators on the medic squad and three fire engines. The purchase of one additional ACLS defibrillator will provide an ACLS defibrillator at each of the city's five fire stations allowing the paramedics to have the most advanced equipment available to them. The E-Series defibrillator is a much improved unit compared to the four M-Series defibrillators currently owned by the fire department. The department recommends upgrading to the E-Series defibrillators over time. To replace the oldest M-Series unit placed in service in 2001 when the department began the paramedic program, ZOLL is offering a trade in allowance of $6,045.00. The department would use the trade in allowance to reduce the cost of a second E-Series defibrillator. ITEM NO. City Council Staff Report November 15, 2006 -- Page 2 Purchase of Zoll defibrillators The Fire Department uses ZOLL defibrillators as the only brand of ACLS defibrillator in order to ensure that its field use is standardized among the paramedics as well as training, supplies, and the preventative maintenance program. Section 7.09.010 of the Municipal Code provides that the City Council may authorize the acquisition of supplies, equipment or services through a joint powers or other cooperative purchasing program with a public entity or association of public agencies. The County of Riverside recently awarded a purchase contract to Zoll for the ACLS defibrillator via a cooperative purchase with the City of San Diego. In addition, since the Fire Department already uses four (4) Zoll ACLS defibrillators, it is reasonable to purchase the two (2) additional units directly from Zoll as the sole source provider of this equipment. Therefore, pursuant to the requirements of Section 7.04.010 (Sole Source) and Section 7.09.010 (Cooperative Purchases), the Assistant City Manager — Administrative Services has determined that utilization of Riverside County's purchase contract and the sole source procurement of these defibrillators is acceptable and will adequately protect the public interest in that the total cost of the equipment is likely to be less than could be obtained through an independent City competitive process. FISCAL IMPACT; IFinance Director Review: The Fire Department receives funds from the Riverside County EMS Agency each year for penalties assessed to AMR Ambulance Company for extended response times in the city. The EMS Agency requires that these funds be used to support the department's EMS program. $30,103.70 has accrued in this account and will be used for this purchase. The balance of the expenditure will come from the Prop 172 "Safety Augmentation" fund.
