CITY COUNCIL MINUTES
JULY 24, 2002
An Adjourned Regular Meeting of the City Council of the City of Palm Springs, California,
was called to order by Mayor Kleindienst, in the Council Chamber, 3200 Tahquitz Canyon
Way, on Wednesday, July 24, 2002, at 5:00 p.m., at which time, the City Attorney
announced items to be discussed in Closed Session, and at 7:00 p.m., the meeting was
convened in open session.
ROLL CALL: Present: Councilmembers Hodges, Mills, Oden, Reller-Spurgin, and
Mayor Kleindienst
Absent: None
The meeting was opened with the Salute to the Flag, and a Moment of Silence
REPORT OF POSTING OF AGENDA: City Clerk reported that the agenda was posted in
accordance with Council procedures on July 19, 2002.
REPORT OF CITY ATTORNEY ON MATTERS DISCUSSED IN CLOSED SESSION (All
Entities) - See items on Page 4 of agenda this date.
PRESENTATIONS: None
HOUSING AUTHORITY: INDUSTRIAL DEVELOPMENT AUTHORITY: FINANCING
AUTHORITY: No Business ,
COMMUNITY REDEVELOPMENT AGENCY: Mayor declared the meeting adjourned for
the purpose of convening as the Community- Redevelopment Agency; after which,
members reconvened as the City Council.
PUBLIC COMMENTS:
James Hamlin, Palm Springs, stated his concept for selling electric vehicles at
Villagefest is complete, and requested the Council allow him a waiver of the Villagefest
fee. s
Lisa Smith, SCAQMD representative, stated she is a resource for air quality issues; and
that she can provide technical assistance for a clean air policy and can provide training
and support.
Joy Meredith, President of Main Street, stated her support for Roctoberfest; that
compromises have been made for this event; and that this is a result of creative
solutions.

' PUBLIC HEARINGS:
1. REDEVELOPMENT PROJECT AREA PLAN AMENDMENTS
Recommendation: That the Council initiate the First Amendment to Merged
Redevelopment Plans for Merged Redevelopment Project Areas 1 and 2, and set
hearing thereof; conduct a public hearing initiating the Second Amendment to the
Merged Redevelopment Plan for Merged Redevelopment Project Area 2; and
adopt procedures for the formation and election of a project area committee for
the Tahquitz-Andreas Constituent Redevelopment Project Area.
Director of Community & Economic Development stated he is available for
questions.
Mayor declared the Hearing open.
James Hamlin, Palm Springs, stated the calculations are correct.
There being no further appearances, the Hearing was closed.
Councilmember Mills abstain on 9D
' Res 20422 as revised, Res 20423, and Res 20424 were presented; after which,
it was moved by Mills, seconded by Hodges, and carried unanimously that
R20422, R20423 and R20424 be adopted. Hearing set for September 18, 2002.
COUNCIL COMMENTS/ANNOUNCEMENTS/INTERAGENCY REPORTS:
Councilmembers reported on various civic and community organizational
meetings and events which they attended, subsequent to the last regular
meeting, and announced upcoming events of commupity interest.
LEGISLATIVE ACTION:
2. 2002 SPECIAL MUNICIPAL ELECTION-PETITIONS
Discussion concerning petitions filed by proponents regarding: Downtown
Parking, Term Limits, Utility User Tax, and Transient Occupancy Tax, for
possible ballot measures for the November 5, 2002 election.
Comments by City Attorney.
No action by Council.

3. 2002 SPECIAL MUNCIPAL ELECTION-ALTERNATIVE MEASURES '
Discussion concerning possible alternative ballot measures concerning petitions
filed regarding: Downtown Parking, Term Limits, Utility User Tax, and Transient
Occupancy Tax.
Comments by City Attorney.
Council direction — No alternative measures.
4. DOWNTOWN PARKING MEASURE
Discussion regarding the legality of petition content regarding downtown parking
issues.
Comments by City Attorney
Council direction, if petition certifies, direction to ballot.
5. COUNCIL INITIATIVE MEASURES
Report of the Sub-Committee concerning possible ballot measures regarding:
Council Vacancies, Board & Commission Appointments and Proclamations.

process to be prepared by the City Attorney. Mills — No to both Motions.
