HomeMy WebLinkAbout5/16/2001 - STAFF REPORTS (14) DATE: May 16, 2001 TO: City Council FROM: Procurement Manager and Fire Chief AWARD OF BID NO. 01-14 FOR PERSONAL FIREFIGHTER SAFETY REPLACEMENT EQUIPMENT AND PARTS. RECOMMENDATION: It is recommended that the City Council award Bid No. 01-14 for Furnishing and Delivering Personal Firefighter Safety Replacement Equipment and Parts for the Fire Department to Allstar Fire Equipment, Inc. of Arcadia, CA in the amount of $23,239.86 for use in conjunction with existing fire safety equipment. SUMMARY: The Fire Department needs to purchase replacement equipment and parts in order to maintain our Self-Contained Breathing Apparatus that have been used while fighting fires. The purchase ofthese parts will ensure our compliance with OSHA regulations and protect the safety of our Firefighters. BACKGROUND: The Fire Department utilizes self-contained breathing apparatus (SCBA) for respiratory protection in the course of firefighting activities. The SCBA are critical to the Department's ability to effectively respond to life-and property-threatening situations. Although the Department has been utilizing SCBA units for many years, the latest OSHA law requires firefighters to wearthis equipment any time they are in a hazardous environment(2 in 2 out rule). As our existing SCBA equipment is used during fire fighting activities, various assemblies, regulators, seals, hoses, valves, gaskets, and related equipment parts must be replaced to maintain the effectiveness and performance of the SCBA. To remain compliant with OSHA regulations, maintain our existing SCBA equipment, and most importantly protect the safety of our Firefighters, replacement EZ Flo Regulators, Facemasks,Carbon Cylinders,and associated components are required. The installation of these replacement parts will be performed by our own in-house, factory-trained and certified, Fire Department personnel. Invitation for Bids No. 01-14 for furnishing and delivering the Personal Firefighter Safety Equipmentwas advertised in the Desert Sun on April 22, 2001 and concurrently mailed to the three distributors of this safety equipment. Two bids were received, opened and read publicly in the Procurement Office at the bid opening time and date of 2:00 P.M. , May 4, 2001.
