HENRY FRANK ARCADE/ARENAS ROAD PARKING IMPROVEMENTS
RECOMMENDATION:
It is recommended that City Council ,authorize the City Manager to enter into
surveying, engineering design and landscape design contracts, all related to the fast
tracking of the Henry Frank Arcade &Arenas Road Parking Improvements.
SUMMARY:
The City Council has expressed a desire to find ways to speed up development of City
projects. Without the new/updated Procurement Ordinance, it is difficult to move
projects through the existing bureaucratic process. Despite the lack of updated
process,staff is attempting with this action to shortcut processes while not shortcutting
quality or legalities.
BACKGROUND:
The "Parking Think Tank' has made its Downtown parking improvement
recommendation to City Council. The City Council has embraced those
recommendations and wanted to see the two small projects, Henry Ford Arcade lot
reconstruction and expansion and Arenas Road diagonal parking, proceed as soon
as possible. Normal scheduling would point to summer of 2002 to accomplish that.
To accomplish an earlier implementation date, staff recommends that contract
authority be given to the City Managerto expedite the assemblage of the design team
and completion of the design work. Then an expedited bid and contract award
processes would be utilized so the City could see construction in August with
completion by early November 2001.
Beyond this initial action, City Council will be asked to:
1. Pre purchase light fixtures; and
2. Authorize expedited bidding and contract award procedures, and
3. Offer incentives for early completion.

The attached Resolution would establish the contract authority necessary for the
design work. It should be noted that the Arenas project will be limited to the one block
east of Indian. The Indian to Palm Canyon block should be delayed until the parking
structure occurs for construction logistical concerns.The funding for the design work
will come from the Parking Control Budget-Downtown Parking - Phase I, 131-4461-
54007.

OF THE CITY COUNCIL OF THE CITY OF
PALM SPRINGS, CALIFORNIA,
AUTHORIZING THE CITY MANAGER TO
ENTER INTO A CONTRACTOR CONTRACTS
FOR THE DESIGN OF PARKING FACILITIES
AT HENRY FRANK ARCADE AND ARENAS
ROAD IN AN AGGREGATE AMOUNT NOTTO
EXCEED $80,000.
WHEREAS the "Palm Springs Parking Think Tank' has issued its parking recommendation
including parking improvements at the Henry Frank Arcade Lot and Arenas Roads; and
WHEREAS the business neighbors affected by these projects are anxious to see them
completed; and
WHEREAS the City Council has expressed a desire to see the projects accelerated to an
early completion,
NOW THERE BE IT RESOLVED that the City Council authorizes the commencement of the
Henry Frank Arcade and Arenas Road parking projects to be carried out in a priority
process/expedited manner and authorizes the City Manager to approve and execute
contracts with necessary design professionals up to an aggregate total of$80,000.
