HomeMy WebLinkAbout5/2/2001 - STAFF REPORTS (22) DATE: May 2, 2001 TO: City Council FROM: Recycling Coordinator VIA Assistant City Manager APPROVAL OF APPLICATION TO THE CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD FOR A USED OIL RECYCLING BLOCK GRANT RECOMMENDATION: It is recommended that the City Council approve the resolution endorsing the City's application to the California Integrated Waste Management Board, in cooperation with the Coachella Valley Association of Governments (CVAG), for a $13,746 Used Oil Recycling Block Grant, so that CVAG may continue a targeted public education program promoting used oil recycling. SUMMARY: The City of Palm Springs has been asked to, once again, join with the Coachella Valley Association of Governments (CVAG) in applying to the California Integrated Waste Management Board for a Used Oil Recycling Block Grant. The amount of our Grant is $13,746. Added to the other participating cities' grant funds, the total amount that CVAG would be able to work with is $83,225. BACKGROUND: In the past, we have pooled our monies with CVAG, but the programs suffered from a lack of activity. However, last year we worked with CVAG and the program worked very well. All monies were expended on new commercials featuring several movie stars and new billboards, as well as some new public education features. Since curbside used oil collection is offered to single-family homes by Palm Springs Disposal Services, we will encourage the targeting of multi-family areas. Due to the expansion of this program, our local ABOP site (Anti-freeze, Batteries, Motor Oil and Paint) located at the end of Alejo, has noticed an increase in used oil being brought to the site for disposal. We request that City Council authorize the City Manager, or his designee, to approve and sign any subsequent yearly Used Oil Grant requests. Thus, we would not have to return to City Council every year for approval of making application for these grant funds. APPROVED: ELAINE WEDEKIND DALLAS J. FLICEK Recycling Coordin or Assistant City Manager AP PROVE '`•, City Manager ATTACHMENTS: Resolution REVIEWED BY DEPT.OF FINANCE ` W, RESOLUTION NO. 20042 OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, APPROVING CITY APPLICATION TO THE CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD FOR A USED OIL RECYCLING BLOCK GRANT WHEREAS, the people of the State of California have enacted the California Oil Recycling Enhancement Act that provides funds to cities and counties for establishing and maintaining local used oil collection programs that encourage recycling or appropriate disposal of used oil; and WHEREAS, the California Integrated Waste Management Board has been delegated the responsibility for the administration of the program within the state, setting up necessary procedures governing application by cities and counties under the program; and WHEREAS, the City of Palm Springs is eligible for $13,746 in the 2001-2002 fiscal year under the Used Oil Block Grant program, to be used for public education about used oil recycling; and WHEREAS, the City of Palm Springs will enter into an agreement with the State of California for development of the project; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Palm Springs: 1. Authorizes the submittal of grant applications to the California Integrated Waste Management Board for all available grants under the California Oil Recycling Enhancement Act and all available Household Hazardous Waste grants under the California Integrated Waste Management Act for the period of April 2001 through June 2005. 2. The City Manager, or his designee, is hereby authorized and empowered to execute in the name of the City of Palm Springs all necessary applications, contracts, payment requests, agreements and amendments hereto for the purposes of securing grant funds and to implement and carry out the purposes specified in the grant application.
