HomeMy WebLinkAbout2000 - MINUTES - 1/4/2000 CITY OF PALM SPRINGS CITY COUNCIL MINUTES January 4, 2000 ' An Adjourned Regular Meeting of the City Council of the City of Palm Springs, California, was called to order by Mayor Kleindienst, in the Large Conference Room, 3200 Tahquitz Canyon Way, on Tuesday, January 4, 2000, at 4:00 p.m. ROLL CALL: Present: Councilmembers Jones, Hodges, Reller-Spurgin, and Mayor Kleindienst Absent: Councilmember Oden The meeting was opened with the Salute to the Flag. REPORT OF POSTING OF AGENDA: City Clerk reported that the agenda was posted in accordance with Council procedures on December 30, 1999. HOUSING AUTHORITY: INDUSTRIAL DEVELOPMENT AUTHORITY: FINANCING AUTHORITY: COMMUNITY REDEVELOPMENT AGENCY - No Business PUBLIC COMMENTS: None. Councilmember Oden entered at this time: 4:15 p.m. COUNCIL COMMENTS/ANNOUNCEMENTS/INTERAGENCY REPORTS: Mayor stated that former City Manager and present City Attorney's father had ' passed away on January 1, 2000. Council consensus that$100.00 be donated to a specified charity in Mr. Aleshire's honor. LEGISLATIVE ACTION: 1. CITY MANAGER RECRUITMENT City Manager reviewed the questions prepared by staff and added that the Council could use the questionnaire as a guide for interview of Executive Search Firms. Council conducted interviews of the following: a) David Harris, Shannon Associates (4 p.m.) b) Ralph Friedman, Ralph Anderson &Associates (5 p.m.) c) Norm Roberts, DMG-MAXIMUS (6 p.m.) Councilmember Hodges stated that a decision should be made to start the process; that the discussions with the firms are fresh in the members' minds; that the least impressive, in her opinion, was Ralph Anderson and Associates; that based on past performance DMG-Maximus may be the best firm to use; that the proposal from Mr. Roberts was good; that while the proposal from Shannon Associates was equally good, the experience factor is not as high. Council Minutes 01-4-00, Page 2 Councilmember Reller-Spurgin qualified that Shannon Associates stated that one- ' to-one interviews were not necessarily conducted, but video or telephone interviews would be utilized. Mayor stated it was his understanding that Shannon Associates was implying that if a lot of candidates were qualified, rather than face-to-face interviews, a time saver would be teleconferencing or telephone interviews. Councilmember Reller-Spurgin stated that Ralph Anderson and Associates was the least impressive. Mayor stated that in reviewing the Ralph Anderson brochure, it is somewhat stark and sterile; that there is no flare or presentation. Councilmember Jones stated that Shannon Associates or DMG-Maximus would suffice. Councilmember Oden stated DMG-Maximus does have a lot of experience and seems to know the job; but that Ralph Anderson and Associates seemed the best in his opinion; that the process used by that firm seemed the most inclusive; that it did involve staff, the Community and the Council and was exceptionally thought out; that the other firms talked in generalities; that (Ralph Anderson and Associates was clear in the advantages and disadvantages of the process; that the timeline presented was realistic and most impressive; 'that it is clear that the interviews are face-to-face; that the track record is clear; and that the fine did its ' homework in knowing what the issues are in the City. Councilmember Jones stated that it seems the timelines and costs for all firms are about the same. Councilmember Reller-Spurgin stated that all the firms seem to know the issues in the City and added that DMG-Maximus had a good past history with the City. Mayor stated that any firm selected will conduct a process as dictated by the Council; that personally, he is looking for a personal touch; that Ralph Anderson and Associates seems to conduct a methodical search; that:the firm is well-known and does have numerous contacts; that the first candidate had good style; but that DMG-Maximus did not seem to have researched the City issues as well as the first two firms; that a community forum can be held to achieve input from the citizens for what is needed in a City Manager. Councilmember Hodges stated that the members of the Council could attend the forums as passive attendees to listen to community input; ,and added that the firm of DMG-Maximus and Associates would conduct the forum. Motion to approve Shannon Associates was presented by Councilmember Jones and died due to a lack of second. 1 Council Minutes 01-4-00, Page 3 Minute Order 6550A approving a professional services agreement with DMG- Maximus, Mr. Norman Roberts, Principal, for a nationwide recruitment of a City Manager for the City of Palm Springs, for a fixed fee of $17,000, plus reimbursable expenses not to exceed $8,500 was presented; after which, it was moved by Hodges, seconded by Reller-Spurgin, and carried by the following vote that MO6550A be adopted. AYES: Hodges, Reller-Spurgin and Kleindienst NO: Jones and Oden. 2.
