CITY COUNCIL MINUTES
November 30, 1999
An Adjourned Regular Meeting of the City Council of the City of Palm Springs, California, was
called to order by Mayor Kleindienst, in the Council Chamber, 3200 Tahgiaitz Canyon Way, on
Tuesday,November 30, 1999,at Noon and the meeting was convened in open session.
ROLL CALL: Present: Councilmembers Barnes, Hodges, Oden, Reller-Spurgin, and ,
Mayor Kleindienst
Absent: None
The meeting was opened with the Salute to the Flag, and a Moment of Silence.
REPORT OF POSTING OF AGENDA: City Clerk reported that the agenda was posted in
accordance with Council procedures on November 24, 1999.
HOUSING AUTHORITY: INDUSTRIAL DEVELOPMENT AUTHORITY: FINANCING
AUTHORITY: COMMUNITY REDEVELOPMENT AGENCY: -No Business
PUBLIC COMMENTS:
a) Comments regarding item 1:
Judith Sumich, Palm Springs, congratulated Mr. Jones, Ms. Reller-Spurgin and
Mr. Kleindienst on election to Office; then added that Mr. Barnes is to be
complimented for his dedication, time and energy devoted to the Council for the
past four years; that each member of the Council is a part of the whole; that with
the absence of Mr. Barnes, it is hoped the Council will continue to remember the
youth and the needs of that part of the Community; and that now that Mr. Barnes
is on this side of the Chamber,his unending work in the Community can continue
to be a strong presence.
Gloria Nelson, President of Chamber, presented Mr. Barnes with a plaque from '
the Chamber for his dedication for the past four years.
Karyn Barnes, 3155 E. Ramon, stated that as Stan's wife, she is most aware of
the dedication of Councilmember Barnes; that it seems in the Community that it
is the same people who do most of the volunteer work; that it also seems there is
another group that complains, but never offers solutions; that there are many
issues the Council will face, such as the Golf Course, the; Noise Ordinance, the
WasteWater Treatment Plant; that a solution to the problem needs to be found
that will not divide the Community; that each Councilmember tries to make a
difference in the Community; that she is proud of the difference Stan made; and
that the City of Palm Springs will be hard pressed to find a more honest,
committed and dedicated individual.
Betty Cochran, Palm Springs, stated that over the past few years the Community
has watched the discussions between the members of the Council; that much hard
work and consideration goes into making decisions; that the median age in Palm
Springs is now 37, and is no longer God's Waiting Room; and that the new
member on the Council will have large shoes to fill and should remember that
each Councilmember represents all the people,not just a select few.
Matthew Tahlullah, Palm Springs, stated that it is not always easy to close the
gap between City staff and business, but that the Council has done a good job in
doing so; that the people at City Hall are friendly, especially in departments that '
have been difficult in the past; and that it is hoped the; new member on the
Council will continue the vision that has been set in place, by keeping Palm
Springs and its people first.

COUNCIL COMMENTS/ANNOUNCEMENTS/INTERAGENCY REPORTS:
Councilmember Barnes stated that he does not normally do a prepared speech,but did feel
the necessity to do so this time; that the past four years had been an adventure; that
everyone who did support his candidacy is appreciated; that being a Councilmember is
hard, not only on the Councilmember but the family; that there are issues that can and
cannot be discussed between the family members; that there are issues, in his opinion,that
discouraged the voters in this election; and that it had been a good,productive four years,
not only for himself,but for the City of Palm Springs.
LEGISLATIVE ACTION:
1. 1999 GENERAL MUNICIPAL ELECTION-RESULTS
Recommendation: That the Council declare the results of the November 2, 1999,
General Municipal Election.

City Clerk reviewed the staff report, and recited the two measures that were voted in favor 017)
by the voters, Charter Amendment U and Advisory Measure Y.
Resolution 19693 as recommended was presented; after which, it was moved by Hodges,
seconded by Barnes,and unanimously carried,that R19693 be adopted.
2. SWEAR-IN NEWLY ELECTED MAYOR AND COUNCILMEMBERS

3. COMMENTS BY NEWLY ELECTED COUNCILMEMBERS
Councilmember Reller-Spurgin stated that the election was bittersweet; that much time
had passed with Mr. Barnes; that he was always a gentleman, and that she was proud to
serve with him; that now Mr. Jones is elected; that he is to be complimented for the
victory; that she does look forward to serving with Mr. Jones; that while serving the
Community for the past 8 years, as a Councilmember, she is aware of the joy of re-
election; that it is truly a humbling experience; that one of the things she has learned
while serving on the Council, is that while each and every Councilmember may not agree
on the issue,the respect and teamwork is still evident.
Councilmember Jones stated that the support from the Community is overwhelming; that
a great deal of confidence has been given, and that he will do his best to fill the
expectations; that hard work will be given;that a lot has been said regarding being a team
player,that as a new part of the team, a new dimension will be added to the team,that it is
the goal to make Palm Springs a great place to live, and that the committment is to work
towards that goal.
Councilmember Hodges congratulated the winners; and stated that she looked forward to
the next four years; that Mr. Barnes was a tremendous asset to the Council, but that Mr.
Jones will be so in a different venue; and that the Council will continue to work together
for the good of the Community.
' Councilmember Oden congratulated the winners; and stated that Mr. Barnes will be
missed, not only as a member of the Council, but as a friend; that the members of the
Council are all part of the team; that the goal is to serve the Community; and that it is
hoped the Council will continue to present a united front.

Mayor Kleindienst stated that campaigns are an interesting part of an elector's life; that
winning the election is wonderful; that the support indicates that you are doing what the
Community wants; that the campaign was exhilarating; that his committee and Chair,
Chris Mills, are to be commended for another great job; that the support of his family has
never wavered; that City staff is competent and a pleasure to work:with; that Mr. Barnes '
is a man cut from a different cloth; that he has incredible honest,}+ and integrity; that he
focused on the needs of the Community; that each member of the Council makes the
whole; that the City of Palm Springs has a high expectation of its Council and for the
Community; that Mr. Jones will be a new asset to the Council;that even though Mr. Jones
will have a fair amount to study on the issues that lay ahead, his past work in the
Community will assist in bringing him up to speed; and that Mr. Jones will likewise be an
asset to the Council, a leader,and round out the team.
