HomeMy WebLinkAbout4/18/2001 - STAFF REPORTS (7) Date: April 18, 2001 To: City Council From: Fire Chief and Procurement Manager APPROVE THE PURCHASE OF ONE (1) LIGHT ATTACK FIRE ENGINE RECOMMENDATION: It is recommended that the City Council approve the cooperative purchase of one (1) light attack fire engine from American LaFrance, of Ontario, CA in the amount of$111,291.00, less $6,500 trade-in of unit #126-79, for an adjusted cost of $104,791. SUMMARY: This item provides an award of one light attack fire engine through a cooperative purchase and replaces a 1979 Pierce/GMC light attack engine. The 1979 Pierce/GMC unit will be utilized as a trade-in. Funding for this transaction has been made possible through a recent donation from the Agua Caliente Band of Cahuilla Indians for this purpose. BACKGROUND: The Fire Department vehicle fleet includes three light attack fire engines (mini- pumpers). These vehicles are smaller than the regular fire engines and serve a variety of critical roles in fire suppression and prevention activities. In addition to providing back-up for the City's front line units in combating structure fires, these vehicles are the single most effective initial attack tool utilized to fight fires in areas of limited access and urban interface zones (where brush and structures meet). The existing light attack fire engine is 22 years old. The City Council approved the purchase and trade-in of two light attack fire engines at their September 20, 2000 meeting. The two units were replaced by using funds donated by the Agua Caliente Band of Cahuilla Indians and the trade-in of five used fire engines. The two new units were delivered to the City last week. The City's Procurement Manager, pursuant to the requirements of Municipal Code Section 3.12.270.6, found that the competitive process conducted by Albany County, Wyoming (on behalf of the Rock River Volunteer Fire 7,q Department) was adequate to protect the public interest, and the total cost was likely to be less through the proposed cooperative purchase than could have been obtained through an independent competitive process conducted by the City. On April 13, 2001, the Agua Caliente Band of Cahuilla Indians donated $130,000.00 toward the purchase of a third light attack fire engine. American LaFrance presented a proposal to the City for a third light attack for $111,291.00, which expires on April 23, 2001, and offered a trade-in adjustment for our old unit in the amount of $6,500.00. The expiration of the proposal is based upon Ford Motor Company's model year change over and probable price increase on the chassis. In addition, units purchased after April 23Id will extend the delivery date by four to five months. The award of this purchase would provide a similar light attack engine to the two previously purchased from American LaFrance. This action would replace the last 1979 Pierce/GMC light attack engine (Unit #126- 79), with a 2001 American LaFrance/Ford unit.
