CITY COUNCIL MINUTES
DECEMBER 10, 1997
An Adjourned Regular Meeting of the City Council of the City of Patin Springs, California, was
called to order by Mayor Kleindienst, in Studio B, 3200 Tahquitz Canyon Way, on Wednesday,
December 10, 1997 at 5:30 p.m., at which time, the City Attorney announced items to be discussed
in Closed Session, and at 6:45 p.m., the meeting was convened in open session.
1 ROLL CALL: Present: Councilmembers Barnes, Hodges, Oden, Spurgin, and Mayor
Kleindienst
Absent: None
REPORT OF POSTING OF AGENDA: City Clerk reported that the agenda was posted in
accordance with Council procedures on December 5, 1997.
REPORT OF CITY ATTORNEY ON MATTERS DISCUSSED IN CLOSED SESSION (All
Entities) - See items on Page 2 of agenda this date.
PUBLIC COMMENTS: None
COUNCIL COMMENTS/ANNOUNCEMENTS:
a) Councilmember Spurgin reiterated her prior request for discussion concerning the
Senior Center parking lot improvements.
' LEGISLATIVE ACTION:
1: TOURISM DIRECTOR
Recommendation: That the Council approve a contract services agreement between David
Bobo and the City of Patin Springs for $10,416.67 per month for tourism director services.

City Manager noted minor word and grammatical changes to the proposed agreement; (110-
change in term to limit it to 180 days unless canceled with a 30-clay written notice; deletion 006)
of affirmative action provision, since it is redundant in the Scope of Services; correct
verbiage to reflect "division" rather than "department," and preparation of a weekly or
monthly report to be sent to the Council. He stated that Mr. Bobo would commence work
on December 15, and that in the development of the Final agreement with LMI, tourism in a
more global sense will be discussed, however the focus will be on completing the
agreement.
Discussion followed as to the cancellation provision and the 180 day term, with consensus
that the final contract needed to be done quickly, but thoroughly. City Attorney suggested
modified language to the term to provide that it is for 180 days, unless sooner terminated
pursuant to the provisions of 5.2 (30-day written cancellation).
In answer to question by Council relative to the $10,000 per month compensation, the City
' Manager slated that (lie city employee tourism package was about $96,000; that the
$125,000 initially proposed for the contract was not contested, and he assumed that that
number was what lie was working with; that Mr. Bobo is a principal of LMI, and in
addition to performing the work, will also be negotiating the contract for LMI.
Councilmember Barnes stated that the amount reflects the $125,000 divided by twelve
months; and that his expectation is that Mr. Bobo will get started inunediately, and at full
speed.

Mayor stated that he felt the 180 days allows for opening dialogue on the entire scope of
tourism, including the role of the CVB and the role of staff.
Minute Order 6060 as recommended, was presented; after which, it was moved by Hodges,
seconded by Spurgin, and unanimously carried, that MO6060 be adopted, subject to revised
agreement language as noted by the City Manager and City Attorney. ,
ADJOURNMENT
]'here being no further business at 7 p.m., the Mayor declared the rneeting adjourned to joint
session with the Palm Springs Unified School District Board, in Room 303, Palm Springs High
School.
