CITY COUNCIL MINUTES
JANUARY 29, 1996
A Special Meeting of the City Council of the City of Palm Springs, California, was called to order by Mayor
pro tem Spurgin, in the Large Conference Room, 3200 Tahquitz Canyon Way, on Tuesday, January 29, 1996,
at 3:00 p.m.
ROLL CALL: Present: Councilmembers Barnes, Oden and Mayor pro tem Spurgin I
Absent: Councilmember Hodges and Mayor Kleindienst
REPORT OF POSTING OF AGENDA: City Clerk reported that the agenda was posted in accordance with
Council procedures on January 26, 1996.
PUBLIC COMMENTS: None
LEGISLATIVE ITEM:
PSHS CARNIVAL
Consideration of permit and request to waive fees for PSHS Carnival to he held February 1, through
4, 1996, on the parking lot of the P.S. Mall across the street from the Palm Springs High School
which is under reconstruction.
Assistant City Manager reviewed the staff report and in answer to questions by Council clarified that
prior fees were not collected since these events being held on school grounds; that normally fees
would be approximaetly $5,700; that in this case, the District is responsible for the fees due to an
agreement with the carnival operator waiving payment of all fees; and that the fair has an established
community oriented history.
Councilmember Oden stated that the request is due to the remodelling at the school and added that
the security issues are handled by the District. '
Mayor pro tem Spurgin clarified that the District has not paid fees in the past, therefore by waiving
the fees, the City would not be losing any source of revenue it has received in past; and that with the
event being held in the parking lot of the mall, additional foot traffic may result for the mall
businesses.
Councilmember Barnes stated that having the event take place on the mall parking lot, will reduce
traffic on Baristo; and that the mall has ample parking.
Minute Order 5688 as recommended was presented; after which, it was moved by Oden, seconded
by Barnes and unanimously carried, Hodges and Kleindienst absent, that MO5688 be adopted.
ADJOURNMENT
There being no further business, Mayor pro tem declared the meeting adjourned.
