HomeMy WebLinkAbout1994 - MINUTES - 11/7/1994 CITY OF PALM SPRINGS CITY COUNCIL MINUTES NOVEMBER 7, 1994 A n Ad j.Meeting of the City Council of the City of Palm Springs, California, was called to order by Mayor Maryanov, in the Council Chamber, 3200 Tahquitz Canyon Way, on Monday, November 7, 1994, at 5:00 p.m. ROLL CALL: Present: Councilmembers Hodges, Kleindienst, Lyons, Reller-Spurgin, and Mayor ' Maryanov (Counciltnentbers Hodges & Kleindienst entered after the roll call, during Item 1.) Absent: None REPORT OF POSTING OF AGENDA: City Clerk reported that the agenda was posted in accordance with Council procedures on November 4, 1994. PUBLIC COMMENTS: None LEGISLATIVE ITEM: 1. PUC DEREGULATION ADVOCACY On November 2, the Council continued consideration of scope of services to be contracted with Creative Power Management concerning Public Utility Commission electric deregulation advocacy and monitoring consultant services and a budget amendment related thereto, in conjunction with preparation of a position paper, and representation at PUC hearing on November 9, A3452. City Manager requested that Creative Power be retained to complete the position paper and to represent the City at the PUC hearing on November 9, along with Councilmember Lyons; and that Mr. Brodie has submitted a proposal to accomplish these tasks at $75 per hour, not to exceed $5,000. Discussion followed concerning the statement, "...studies confirming that forming a municipal ' utility is a viable option for Palm Springs." Councilmember Lyons stated that the PUC seems to react more favorably to threats of pulling out; that it was important to phrase the statement in that manner; that the statements are such that it is economically feasible to do so, although maybe not politically feasible. Mayor added that the studies found it a viable option, and but that the Council is not stating it found it to be a viable option. Councilmember Kleindienst stated that he did not want to make the statement that the Council took action that it was viable, since it has not yet done so. Consensus: Change the word 'confirming" to "indicating". Discussion resmned, and minor word and grammatical changes were noted, as well as an explanation as to various jargon and acronyms. Councilmember Lyons stated that Edison is not opposing the statement, and has indicated a recognition that by 1998 distribution and production of electrical power will be separated. It was the consensus of the Council, that in approving the position statement, the Council is not submitting an application to become an "aggregator," rather to enables the City to proceed with the next step in presenting what it wants to have considered by the PUC. Minute Order 5467 and Resolution 18508 amending budget($5,000), as recommended, were presented; after which, it was moved by Lyons, seconded by Kleindienst, and unanimously carried, that MO5467 and R18508 be adopted.. ' ADIOURNMENT It was the consensus of the Council to cancel the study session of November 9, as two members and the City Manager will be out-of-town.
