CITY COUNCIL MINUTES
DECEMBER 31, 1991
A Special Meeting of the City Council of the City of Palm Springs,
California, was called to order by Mayor Bono in the Large Conference
Room, 3200 Tahquitz Canyon Way, on Tuesday, December 31, 1991 at
12:00 p.m. .
ROLL CALL: Present: Councilmembers Broich, Hodges, Hurawski ,
Neel and Mayor Bono
Absent: None
REPORT POSTING OF AGENDA:
Report of Assistant City Clerk: Call and Notice was
delivered and posted in accordance with Council procedures
on December 30, 1991,r
LEGISLATIVE ACTION:
1. FILM FESTIVAL FUNDING
Recommendation: That the Council amend the authorization
approved by Minute Order 4834 for release of budgeted
funds to the Palm Springs International Film Festival
for $30,000, on January 1, 1992.
City Manager reviewed the staff report, and no further
report was given.
Councilmember Plurawski stated that the Film Festival is
a sensitive issue; that the public should be aware that
in-lieu of the economic times, guarantors have not come
forward; that the project is in jeopardy; that since the
idea of the Film Festival was first originated, the concept
has progressed; that the Festival must be supported; and
that the financial portion of the Festival will be reviewed
for next year.
Councilmember Hodges stated that the Film Festival staff
consistently brings issues to the Council at the eleventh
hour; that the money requested was allocated, but that
payment was not to be until after the Festival had taken
place; that the Council has to maintain fiscal
responsibility; that there were terms set to allow for
the disbursement of monies for the event; that the
guidelines should be followed; and that this type of last
minute request from the staff of the Festival is the pattern
of the organization.
David Nicks, Film Festival Director, stated that the opening
night is only 8 - 10 days away; that if the money is not
advanced, fate will be left to chance whether the event
will be ready or not; that the staff had tried to avoid
requesting the advance of funds, thus the reason for the
last minute request; that financial commitments are not
coming through; and that if the money is not advanced
something will have to go i .e. , awards presentation for
Jimmy Stewart, staff salaries.
Councilmember Neel stated that events of this nature are
needed in Palm Springs.

Councilmember Broich stated that current: economics are
uncertain worldwide; that the I-iIm Festival is in the
last stages of preparation, and needs to be advanced the
money; that calls have been received from the public
supporting the event; and that at this point in time,
the event must proceed.
Mayor Bono stated that this is a Broadway show; that the
staff of the Film Festival has done an outstanding job;
that the event is only in its second year, and will take
five years to come to fruition., that the citizens need
to decide whether or not Palm Springs should be just a
pin head on the map; that the task is to put on an
International Film Festival , and it is a monumental task;
that it seems that everything the City undertakes is over
budget; that the event has been handled well , but that
monies anticipated have not come through.
At this point, disturbances occurred in the audience,
Mayor called for order.
Mayor Bono stated his frustration in trying to discuss
the matter; that the same people who want: law and order
are the ones who disturb meetings; that there is a process,
and that the process should be followed.
Minute Order 4924 as recommended was presented, after
which; it was moved by Broich, seconded by Murawski , and
carried by the following vote, that M04924 tie adopted:
AYES: Broich, Murawski , Neel and Bono
NOES: Hodges
ABSENT: None
Councilmember Murawski stated that this is an economic
commitment; that the City is taking strides in the right
direction; that the economics in this City are better
than anywhere else in the Valley, and that this event
ties into that betterment; that the citizens need to pull
together to make the City economically better; and that
everyone needs to look to the future, and not live in
the past.
ADJOURNMENT
There being no further business, Mayor declared the meeting
adjourned.
