CITY COUNCIL MINUTES
SEPTEMBER 10, 1991
An Adjourned Regular Meeting of the City Council was called to
order by Mayor Bono, in the Large Conference Room, City Hall , 3200
Tahquitz Canyon Way, on Tuesday, September 10, 1991, at 3:30 p.m.
ROLL CALL: Present: Councilmembers Broich, Hodges, Murawski
Neel and Mayor Bono
Absent: None
REPORT OF POSTING OF AGENDA:
Report of City Clerk: Agenda posted in accordance with
Council procedures on September 6, 1991.
PUBLIC COMMENTS:
a) Steve Grasha, 520 Murray Canyon, stated that the
proposed landfill site at Eagle Mountain will have
an impact on the community, and asked that the City
do its own study and recommendation, and not rely
solely on CVAG.
LEGISLATIVE ACTION:
1. PLAZA THEATER - PREQUALIFICATION OF BIDDERS
Recommendation: That the Council approve one of two options
relative to prequalifying general contractor and mechanical
subcontractors to bid on the Plaza Theater improvement
project.
City Manager reviewed the memorandum of the Purchasing
Manager, and noted that the electrical work must be
completed by December 16; that the options are to prequalify (124-
six general contractors and three mechanical subcontractors;
or to remove the electrical services from the scope of 074)
work, and bid it separately, and delay the prequalification
for the general contract until a firm date for completion
is set.
Councilmember Hodges stated that although she did not
have a financial interest, she would abstain since the
company she works for also works with many of the
subcontractors.
Minute Order 4854, approving Option 1, prequalifying the
bidders, was presented; after which, it was moved by Broich,
seconded by Murawski , and unanimously carried, Hodges
abstaining, that M04854 be adopted.
2. FIVE-GANG FAIRWAY MOWER
Recommendation: That the Council approve purchase of
a used, five-gang fairway mower from Rancho Santa Fe Country
Club, for the golf course for $15,000; and amend the budget
to appropriate funds, therefore.
City Manager reported that price is less than the cos-c (084-
of a new mower; and is recommended for purchase this year, 008)
in-lieu of being budgeted for next year.

2. FIVE-GANG MOWER (Continued)
Minute Order 4855 and Resolution 17643, as recommended,
were presented; after which, it was moved by Broich, wv
seconded by Neel , and unanimously carried, that M04855
and R17643 be adopted.
ADJOURNMENT
There being no further business, Mayor declared the meeting
adjourned. \
