HomeMy WebLinkAbout1990 - MINUTES - 12/27/1990 CITY OF PALM SPRINGS CITY COUNCIL MINUTES DECEMBER 27, 1990 A Special Meeting of the City Council was called to order by Mayor Bono, in the Large Conference Room, 3200 Tahquitz Canyon Way, on Thursday, December 27, 1990, at 4:00 p.m. ROLL CALL: Present: Councilmembers Broich, Mura.wski , Neel and Mayor Bono Absent: Councilmember Hodges REPORT POSTING OF AGENDA: Report of Assistant City Clerk: Agenda posted in accordance with Council procedures on December 26, 1990. PUBLIC COMMENTS a) Mary Martin, Council Affairs Liaison , stated that Councilmember Hodges would be unable to be present at the meeting, but fully supported the proposed resolution. LEGISLATIVE ACTION: 1. STATEMENT OF SUPPORT FOR AMERICAN TROOPS OVERSEAS Recommendation: That the Council approve a resolution declaring support for American Troops stationed overseas, particularly those involved in Operation Desert Shield in the Middle East; encouraging all residents, merchants and visitors to show their support of said troops by flying yellow ribbons or banners in visible locations throughout the City; requesting all members of CVAG to join in this demonstration of support of U.S. troops away -From home. Assistant City Manager reviewed the sta.FF report, and added that the Mayor has called the Special Meeting to (74_ indicate the full support of the City Council to Operation 001� Desert Shield; that because of the close proximity of 29 Palms Marine Base, a large number of military personnel visit Palm Springs; that Brigadier General Hernandez of the National Guard, and Colonel Cook of 29 Palms Marine Base were present, at Council 's invitation , that yellow ribbons will be displayed at all City Facilities, including on the 107 Palm Trees along the Airport Drive; that Sunline Transit, the Tramway, Desert Museum, and other businesses have pledged support by also displaying yellow ribbons; and that the ribbons be encouraged until the troops are released to come home. Councilmember Broich expressed appreciation for the special meeting, and endorsed the concept of support of the military personnel . Councilmember Murawski stated that the special meeting was timely; that declaring the City in support of the military personnel will help morale for the Troops; and that it is appropriate to stand behind the Troops. Mayor Bono read the proposed resolution„ and encouraged full Council support. Councilmember Murawski stated that Eric Lineman, President of the Hotel Association, of Palm Springs was present; and encouraged Mr. Lineman to speak on behalf of the Hotels. Eric Lineman, President of the Hotel Association, stated that over 60% of the hotels of Palm Springs were members of the Association; that the response to the declaration of Yellow Ribbon Days was great; and that hotels and the hotel employees will be displaying yellow ribbons. Mayor Bono stated that each member of the City Council has areas that they excel in; and each member should help to bring the concept to fruition; that Councilmember Neel is encouraged to do what is possible to enlist the help of the O'Donnell Golf Course members to display yellow ribbons; that Councilmember Broich and Ester Youngerman should work with the downtown merchants; that Councilmmember Hodges should contact the various mobile home parks for support; that Councilmember Murawski should continue with guidance to the Hotel Association; that everyone in the City should take part in showing a united effort; that everyone has problems, but that some problems are bigger than the single person; that by uniting, the very thing that America stands for comes out; that all major attractions in the City have pledged the display of yellow ribbons; that yellow ribbons will be sold„ and i:he profits will go to 29 Palm Marine Base for disbursement; that local Churches and Synagogues are represented in the audience; and have pledged support; that: the Desert Sun is encouraged to print a yellow ribbon 'in the corner of the front page to show support; that VIP has taxicabs lining the front drive of City Hall displaying ribbons at this time; that on behalf of the City he presented a proclamation to Brigadier General Hernandez and Colonel Cook. Brigadier Generall Hernandez , National Guard, expressed appreciation for the City acknowledging the crisis in the Gulf; and stated that the men serving the Country in the National Guard are being sent to the Gulf; and the fact that the City is behind the effort, means a great deal to all involved. Colonel Cook, Commander 29 Palms Marine Base, stated that on behalf of 29 Palms, appreciation is given to the City Council ; that the base has always had a special kinship with the City due to the location; that displaying .yellow ribbons touches the servicemen overseas; and that morale will be lifted, not only for the servicemen, but for their families. Councilmember Murawski expressed appreciation to the Mayor for taking a leadership role in the effort. IY Council Minutes 12-27-90, Page 3 LEGISLATIVE ACTION: 1. STATEMENT OF SUPPORT FOR AMERICAN TROOPS OVERSEAS (Cont'd) Resolution 1737E as recommended was presented; after which, it was moved by Broich, seconded by Murawski , and unanimously carried, Hodges absent, that R17378 be adopted.
