HomeMy WebLinkAbout1990 - MINUTES - 10/16/1990 2 .3.3 CITY OF PALM SPRINGS CITY COUNCIL MINUTES OCTOBER 16, 1990 An Adjourned Regular Meeting of the City Council was called to order by Mayor Bono in the Large Conference Room, City Hall , 3200 Tahquitz-McCallum Way, on Tuesday, October 16, 1990, at 2 p.m. ROLL CALL: Present: Councilmembers Broich, Hodges, Murawski and Mayor Bono Absent: Councilmember Neel (Mayor entered during Item 1) REPORT OF POSTING OF AGENDA: Report of City Clerk: Agenda posted in accordance with Council procedures on October 12, 1990. PUBLIC COMMENTS: None LEGISLATIVE ACTION: 1. HIRING FREEZE Continuation of City Council review of positions on depart- mental basis. PERSONNEL: Acting City Manager reviewed report of Personnel Director, a copy of which is on file with the City Clerk, and recommended approving a reorganization of the Personnel Office, providing a reclassification of a Personnel Technician to Personnel Analyst. (061- Resolution 17301, amending the Allocated Positions & Compen- 011) sation Plan as recommended, was presented; after which, it was moved by Hodges, seconded by Murawski , and unani- mously carried, Neel & Bono absent, that R17301 be adopted. CITY CLERK: City Clerk gave a brief description of the functions of the City Clerk' s Office, and recommended a reclassification of the clerical assistant II position to a Records Technician, with a greater level of responsi- bility; and salary adjustments for the assistant city clerk and city clerk positions, to reflect redistribution of responsibility as detailed in her report of October 16. Councilmember Hodges stated that she did not question the merit nor the quality of performance, but was not in favor of taking from one area to grant a raise in another. Councilmember Murawski stated that considerable data had been provided, and he favored an opportunity to review the material before making a final decision. Councilmember Broich stated that he had no problem with the recommendation. Mayor complimented the city clerk, and stated that he favored granting the recommendation. It was moved by Murawski , seconded by Broich, and unani- mously carried, Neel absent, that this matter be continued to October 23, 1990. QA Council Minutes v `A 10-16-90 Page 2 2. ALLOCATED POSITIONS & COMPENSATION PLAN AMENDMENT - COUNCIL STAFF SUPPORT Consideration of resolution concerning Council staff support. (061- Acting City Manager reported that the Council desired 009) to establish a support staff, i .e. , a Council Affairs Administrator, and an Administrative Secretary; that the proposal provides for the first at MX 12, and the latter at C18; and provides a budget amendment to appropriate funds necessary to cover office supplies, and equipment for the secretary. He stated that the Executive Secretary position assigned to the City Manager, would be reassigned from an MC 29 to a C29. Councilmember Broich stated that the Councilmembers are in need of this support service. Resolution 17302 amending the Allocated Positions and Compensation Plan, and 17303 amending the budget to appropriate $72,473, as recommended, were presented; after which, it was moved by Broich, seconded by Murawski , and unanimously carried, Neel absent, that R17302 and 17303 be adopted. 3. COMMISSION APPOINTMENTS a) North Palm Canyon Project Advisory Committee: Appointment. (35) 035) It was moved by Broich, seconded by Hodges, and unanimously carried, Neel absent, that this matter to be continued to October 17, 1990.
