CITY OF PALM SPRINGS
CITY COUNCIL MINUTES
OCTOBER 9, 1990
An Adjourned Regular Meeting of the City Council was called to
order by Mayor Bono in the Large Conference Room, City Hall, 3200
Tahquitz-McCallum Way, on Tuesday, October 9, 1990, at 1:30 p.m.
ROLL CALL: Present: Councilmembers Broich, Murawski Neel and
Mayor Bono
Absent: Councilmember Hodges
The meeting was opened with the Flag Salute and an invocation by
REPORT OF POSTING OF AGENDA:
Report of City Clerk: Agenda posted in accordance with
Council procedures on October 5, 1990.
PUBLIC COMMENTS:
a) Ms. Buddy Schwartz, commented on art in public places, (139-
and suggested that the Commission consider photographic 001)
murals for the Convention Center, which depict the
history of Palm Springs.
Councilmember Murawski stated that the Council is
looking to create an ambience of the past, and a photo-
graphic mural is a good idea, and one which should
be suggested to the Commission.
b) James Hamlin asked that the Council consider a crosswalk
at Tahquitz and Farrell.
c) John Wessman asked that if the Council intended to (124-
make any changes at the Welwood Library that might 049)
involve him, that it give a high priority to the
changes.
Acting City Manager reported that the matter was
scheduled for discussion during study session this
date.
In answer to question by the Mayor, Mr. Wessman stated
that everything that is needed to complete the project
is in place, and he hoped to remove the fencing and
start the landscaping by mid -October, and to have
the restaurant open by December 1.
LEGISLATIVE ACTION:
1. HIRING FREEZE
Continuation of departmental reviews.
No presentations at this time; matter to be continued
to October 16, 1990.
2. GOLF COURSE EXPANSION - CIVIL ENGINEER CONTRACT

ADDITIONAL LEGISLATIVE ITEMS:
3. CONVENTION CENTER - EXPANSION (139-
004)
It was moved by Murawski, seconded by Neel, and unanimously
carried, Hodges absent, that this item be determined
eligible for consideration, and added to the agenda.
Recommendation: That the Council amend agreement with
Economic Research Associates, per letter dated October 9,
to provide additional analysis in conjunction with the
expansion of the Convention Center, not to exceed $20,000.
Director of Community Development reviewed his report,
and stated that if the City waits for the Vision Plan
to be completed before a mechanism to expand the Center
is developed, the ;IBM deadline will not be met; that steel
needs to be ordered; that the proposal will result in
examining four levels of feasibility, and development
of the economic background to permit proceeding with some
type of financing; and the work will be completed by
October 15.
Councilmember Murawski stated that the Convention Center
was not sized properly, and resulted in competition with
existing hotel convention facilities; that the facility
should be in competition with facilities in other cities,
and not 'local hotels which give meeting room space away
in return for room dollars; and that the facility must
be brought up to size to meet its potential., and he favored
the proposed action.
Mayor stated that the worst scenario woulld be that the
City could not demonstrate a reasonable feasibility for
the larger scaled plan, but the analysis is needed to
show financiers that it is potentially feasible; that
the larger scale is estimated at $43 million, and if the
City proceeds, the process will be similar to the first
construction project - design it as it is being built
- recognizing that there may be some higher costs in doing
SO.
MO 4659 approving amendment to ERA Agreement 2763, as
recommended, was presented; after which, it was moved
by Broich, seconded by Neel, and unanimously carried,
Hodges absent, that MO 4659 be adopted.
4. VISITOR INFORMATION CENTER (117-
036)
It was moved by Broich, seconded by Murawski, and unani-
mously carried, Hodges absent, that this matter be
determined eligible for consideration, and added to the
agenda.
Director of Economic Development reported that offer made
the previous week was rejected; that Councilmember Murawski
met with the lessee, and was successful in negotiating
the rental down by $500, and provided an extended term
and option for renewal; and he explained the various compon-
ents of the proposed sublease, including sigh and telephone
relocation, furniture moving, joint use of parking, air
conditioning repair, sewer bond partial payment, deposit
on signing sublease (applicable to rent), closure of a
doorway; and he recommended that the proposed terms be
documented in a sublease to be brought back to the Council
within a week.

VISITOR INFORMATION CENTER (Continued)
Director of Community Services & Promotions reported that
the start-up cost will be about $140,000, in a building
which will be very inviting to visitors; that the computer
reservation phone line will be installed, as well as
displays to generate revenue; and that the mobile unit
will be available for Airport Administrative offices to
use during expansion of the Terminal.
Councilmember Murawski thanked the staff for its work,
and stated that the proposed site was considered on several
occasions, including early task forces which were part
of the P.S. Project; that the Center will have a positive
economic influence on the T.O.T.; that it will grow and
pay its way, and add dollars for everyone in town; and
that signage is essential on I-10.
Mayor stated that the effort is to produce revenue for
the City; and that Councilmember Murawski believed in
the project, and worked hard to attain it.
It was moved by Murawski, seconded by Hodges, and unani- (See 11/7/90
mously carried, Hodges absent, that the staff proceed Minutes)
with development of a sublease as presented, to be returned for correctn
for Council approval.
Acting City Manager requested that the Council reject
bids which were submitted for the center at the entry
site, exclusive of the mobile unit; after which, it was
moved by Broich, seconded by Murawski, and unanimously
carried, Hodges absent, that bids be rejected, exclusive
of the mobile unit.
ADJOURNMENT
There being no further business, Mayor declared the meeting
adjourned.
