HomeMy WebLinkAbout1990 - MINUTES - 10/2/1990CITY OF PALM SRRrNGS CITY COUNCIL MINUTES OCTOBER 2, 1990 An Adjourned Regular Meeting of the City Council was called to order by Mayor Boreo in the Large Conference Room, 3200 Tahqui'tz-McCallum Way, on Tuesday, October 2, 1990 at 1:30 p.m. ROLL CALL: Present: Councilmembers Broich, Hodges, Neel and Mayor Bono Absent: Councilmember Murawski REPORT POSTING OF AGENDA: Report of Assistant City Clerk: Agenda posted in accordance with Council policy on September 28, 1990. PUBLIC COMMENTS a) Bill Manzione, no address given, stated that TOT 'tax was up 11.3%; that the business owners would like to see the trend continue; and that the business community appreciated the support of the Council. b) James Hamlin, no address given, expressed concern with the absence of a pedestrian walkway at the location of Farrell and Baristo. LEGISLATIVE ACTION 1. BUDGET AMENDMENT - CITY MANAGER RECRUITMENT (0G1- Consideration of appropriating additional funds for city manager 009) recruitment process. Acting City Manager stated that additional money would be needed to complete the consulting process for the applications for City Manager; that, originally, Norman Roberts was hired to advertise, screen, and evaluate the applicants; t6iat the desire of the Council for Bill Mathis to also screen the final applicants, will result in additional consulting fees; and that funds are available 'from the General Fund Reserves. Councilmember Hodges stated that the funds should come from the City Manager budget; and that Mathis will assist the City Council in narrowing the choices for City Manager. Assistant City Manager stated that the funds are not available in the City Manager budget, but the money could be transferred from the the General Fund. Councilmember Broich stated that if the consensus of the Council was to have Mathis available, then a contract would need to be entered into. Mayor Bono stated that the City Council made an excellent selection 'for the City Attorney; although with the high demand the City has for legal services, the contract attorney service will not be cost effective; that the data Mathis supplied concerning the City Attorney office was questionable; but given the situation, Rutan and Tucker seemed to be an appropriate choice. Resolution 17279 amending the budget was presented; after which, it was moved by Broich, seconded by Hodges, and unanimously carried, that 17279 be adopted. n Council Ha nu'Les 10.-2---'CO, Page 2 HIRING FREEZE Continuation of City Council review of positions on departmental basis. CONVENTION CENTER PERSONNEL REVIEW Director of Convention Center recommended that the Council lift the hiring freeze of the Administrative Assistant, Sales Assistant and Receptionist positions currently vacant at the Convention Center, and that one custodian/setup position be reclassified to Convention Services Lead Worker; that the administrative assistant, sales assistant, and receptionist are currently budgeted for the 1990-91 fiscal year; that the custodian reclassification recommendation is based on two factors: that space limitations necessitate that an employee hold a Class A driver's license, in order to operate a semi -truck, and that additional duties are outside the normal classification; that the reclassification will result in an increase of $1,069 to the regular employee budget; and that funds are available in the temporary employee budget. Resolution 17280 amending Allocated Position and Compensation Plan was presented; after which, it was moved by Broich, seconded by Bono, and unanimously carried, that R17280 be adopted. CREATION OF RENT CONTROL DIVISION (061- 011) Recommendation: That the Council approve the creation of a Rent Control Division and staff therefor, in the City Manager's Department reporting to the Assistant City Manager. Acting City Manager stated that as a result of the passage of the 1980 initiative implementing Rent Control, the City Attorney Office, in the past, attended the hearings, responded to inquiries, and made legal interpretations; that as a result of the action to retain a contract City Attorney, the day-to-day operations for rent control cannot be handled on a cost effective basis; that the Executive Legal Secretary, handled the daily operations, and should the Council desire, the division would be created, to provide information to interested parties, staff the Rent Control meetings, and coordinate issues with the contract City Attorney. Councilmember Hodges stated that the division is timely. Resolution 17281 amending Allocated Position and Compensation Plan was presented; after which, it was moved by Broich, seconded by Neel, and unanimously carried, that R17281 be adopted,.
