HomeMy WebLinkAbout1990 - MINUTES - 9/25/1990 CITY OF PALM SPRINGS CITY COUNCIL MINUTES SEPTEMBER 25, 1990 An Adjourned Regular Meeting of the City Council was called to order by Mayor pro tem Broich, in the Large Conference Room, City Hall , 3200 Tahquitz-McCallum Way, on Tuesday, September 25, 1990 at 2 p.m. ROLL CALL: Present: Councilmembers Broich, Hodges, Murawski and Neel Absent: Mayor Bono REPORT OF POSTING OF AGENDA: Report of City Clerk: Agenda posted in accordance with Council procedures on September 21, 1990. PUBLIC COMMENTS: None LEGISLATIVE ACTION: 1. CITY ATTORNEY SERVICES Councilmember Hodges reported that the RFP was sent to fourteen firms; that seven firms responded, of which one did not meet the RFP; that copies of the proposals were sent to each Councilmember; that the Council met with the Consultant, William Mathis, on September 11, and three firms were selected for interview on September 18; that (068- decision was made to enter into negotiations with Rutan 001) & Tucker, i .e. , David Aleshire; and she moved to adopt Minute Order 4650 to approve agreement with Rutan & Tucker and David Aleshire as City Attorney; said motion was seconded by Murawski , and unanimously carried, Bono absent. Mr. Aleshire introduced the members of the 'Firm who would also be working with the City, and explained the range of services the firm provides, as well as other cities it represents. Mayor pro tem stated that the Council weighed the factors between in-house and outside counsel , and by hiring a firm, he believed the City will save about $500,000 each year. Councilmember Murawski stated that the competition was intense; that the Council looked at great firms; and he believed it has retained the top firm. CLOSED SESSION: Mayor pro tem declared the meeting adjourned to a Closed Session; after which, upon reconvening, he declared a recess to review study session items; and upon reconvening business resumed as follows. NOTE: COUNCILMEMBER MURAWSKI was excused from the meeting at 3 p.m. Council Minutes 9-25-90 Page 2 2. AIRPORT TERMINAL EXPANSION - GAS-FIRED CHILLERS Recommendation: That the Council include gas-fired chillers in the new Terminal design, and accept a grant offer of $150,000 from Southern California Gas Co. to partially offset the increased cost. Director of Aviation reviewed his report, and diagrammed the energy distribution from the plants, noting that the ultimate goal is to avoid having to sell the electricity (051- to SCE, which is at a loss, and the expansion of the Airport 055) will eventually utilize all of the energy -the plant can produce. Resolution 17278A, as recommended, was presented; after which, it was moved by Hodges, seconded by Neel , and unani- mously carried, Murawski & Bono absent. 3. HIRING FREEZE Continuation of departmental reviews. Director of Economic Development provided an overview and reported that if the Economic Development Specialist position is unfrozen, the Administrative Analyst scheduled to be cut from the City Manager' s Department will transfer to the position. He also recommended tha'L, since the Rehabilitation Specialist is now working Full-time and (061) fits the IRS definition of a regular employee, that the contract be terminated, the position added to the Department, and the person be retained as a full-time employee. He stated that the cost of the position is charged to the CDBG, and will continue to be charged to that fund in the future. Resolution 17278, approving Amendment 6 to the Allocated Positions & Compensation Plans, was presented; after which, it was moved by Hodges, seconded by Neel , and unanimously carried, Murawski & Bono absent, that R17278 be adopted, and that the freeze on hiring positions in the department be lifted. ADJOURNMENT There being no further business, Mayor pro tem declared the meeting adjourned to Wednesday, September 26, 1990 at 4 p.m. at the Spa Hotel for joint study session with Tribal Council ; thereafter to be further adjourned to Tuesday, October 2, 1990 at 1:30 p.m. , in the Large Conference Room, City Hall .
