HomeMy WebLinkAbout1990 - MINUTES - 9/11/1990 CITY OF PALM SPRINGS CITY COUNCIL MINUTES SEPTEMBER 11, 1990 An Adjourned Regular Meeting of the City Council was called to order by Mayor pro tem Broich, in the Large Conference Room, City Hall , 3200 Tahquitz-McCallum Way, on Tuesday, September 11, 1990, at 2 p.m. ROLL CALL: Present: Councilmembers Broich, Hodges, Murawski and Neel Absent: Mayor Bono REPORT OF POSTING OF AGENDA: Report of City Clerk: Agenda posted in accordance with Council procedures on September 7 , 1990. PUBLIC COMMENTS: None 1. HIRING FREEZE Per direction of City Council on September 4, 1990, review of positions on departmental basis. (061) Acting City Manager stated that the purpose of the session was to begin a process of hearing organizational overviews from the departments, and reasons for unfreezing specific positions. The Director of Community Development and the Director of General Operations each provided overviews, explaining primary functions of each department, and the impact that the unfilled budgeted positions have on the department operations; after which, it was moved by Hodges, seconded by Murawski , and unanimously carried, Bono absent, that the frozen budgeted positions for the Community Development Department be released, and that future vacancies in the fiscal year in budgeted positions may also be filled. It was moved by Murawski , seconded by Hodges, and unani- mously carried, Bono absent, that the frozen budgeted positions for the General Operations Department be released, and that future vacancies in the fiscal year in budgeted positions may also be filled. Police Chief provided an organizational chart displaying existing staffing and explained how unfreezing vacant budgeted positions, and allowing promotions, would result in a better balanced distribution of responsibility and workload. City Manager noted that he approved the overall reorganization. It was moved by Hodges, seconded by Murawski , and unani- mously carried, Bono absent, that the frozen budgeted positions, and promotions, be released, and that future vacancies in the fiscal year in budgeted positions may also be filled.
