Ready, City Manager BY: Planning Department SUMMARY In response to the anticipated use of construction screening fencing around several sites in the Downtown area of the City, the City Council has previously suggested that signage, artwork or other graphics could mask or enhance this prominent, if temporary, fencing. It is possible that such a program would involve the use of some advertising. Consequently, staff would like to consider development of such a program in the context of an amendment to the sign ordinance relating to temporary construction signage. Presently, temporary construction signage is limited on lots of 40,000 square feet or more to no more than twelve (12) square feet (for example, 3 feet by 4 feet). For smaller lots, the maximum is six (6) square feet. If a new program is developed that allows prominent display of the future project — conceptual elevations and the like — these drawings would be considered signs subject to the current area limits. Staff believes that an amendment to the sign provisions would allow for consideration of a wide range of program options, including relief from the current limits on sign area. Please note that the City Council would retain the authority to amend the sign regulations in any way it deems appropriate, or not amend the ordinance at all. RECOMMENDATION: Initiate an amendment to the Zoning Code, under section 94.07.01.A.1.b, to .revise regulations for temporary construction signs contained in Section 93.20 (Signs) and submit the matter to the Planning Commission for public hearing and redo m dation.
