Ready, City Manager Initiated by: Public Works and Engineering Department SUMMARY Approval of this item will award a contract services agreement to NPG Corporation to construct shoulder paving on the east side of Avenida Caballeros from Arenas Road to Tahquitz Canyon Way. RECOMMENDATION: 1) Adopt Minute Order No. "APPROVING AGREEMENT NO. WITH NPG CORPORATION IN THE AMOUNT OF THIRTY FOUR THOUSAND FOUR HUNDRED FORTY FOUR DOLLARS AND NO CENTS ($34,444.00) FOR THE AVENIDA CABALLEROS SHOULDER PAVING PROJECT, CITY PROJECT NO. 05-08" and 2) Authorize the City Manager to execute all necessary documents. STAFF ANALYSIS: The City of Palm Springs has obtained Federal funds for the construction of shoulder paving on the east side of Avenida Caballeros from Arenas Road to Tahquitz Canyon Way. Caltrans issued an Authorization for Construction on September 15, 2006, authorizing the City to advertise this project for bids and award a contract to the lowest responsive, responsible bidder. The plans and specifications were prepared by Department staff and the project was advertised for bids on September 26, October 3, and October 10, 2006, At 2:00 p.m. on October 17, 2006, the Procurement and Contracting Division received construction bids from the following contractors: 1. NPG Corporation; Perris, CA ($34,444.00) Item No. 2 . J . City Council Staff Report November 1, 2006 - Page 2 Ave. Caballeros Shoulder Paving 2. International Pavement Solutions Inc.; San Bernardino, CA ($44,580.00) This bidder is non -responsive: acknowledgement of Addendum No-1 was not provided. 3. Imperial Paving Co.; Whittier, CA ($57,655.00) 4. Hardy & Harper, Inc.; Santa Ana, CA ($59,160.00) Refer to Attachment 1 for the Bid Summary. The Engineer's Estimate was $61,000.00 and the low bid was submitted by NPG Corporation. NPG is a California corporation, and its principal officers are: Jeff S. Nelson, President and Sharon Nelson, CFO. s. FISCAL IMPACT: Finance Director Review: v This is a federally funded project. 88.53% of the project costs are funded using Federal Congestion Management Air Quality (CMAQ) funds as the project was approved to reduce PM-10 emission due to vehicles parking and driving on the Caballeros dirt shoulder. The remainder of the project (11.47%) is funded from state funds pursuant to an approved contract with AQMD and the Mobil Source Reduction Review Committee (MSRC). Funding is available in account no. 261-4491 CMAQ account in the amount of $37,604 and 261-4491 MSRC account in the amount of $7,123, No general fund revenues will be used for this project. David J.
