Subject: APPROVAL OF PLANS, SPECIFICATIONS AND ESTIMATE (PS&E)
AND AUTHORIZATION TO BID FOR THE PROTECTED-PERMISSIVE
SIGNAL CONVERSION PROJECT, CITY PROJECT 05-07

SUMMARY
The Public Works and Engineering Department has inventoried existing traffic signals
that should be modified to remove protected signal phasing, and install
protected/permissive signal phasing, to improve traffic flow. The construction
documents (Plans, Specifications and Estimate) are completed and, in accordance with
7.03.040 of the Procurement and Contracting Code the Council is required to approve
and adopt plans, specifications and working details, and authorize the bid request for all
public projects in excess of$100,000. Approval of this project will allow staff to proceed
with this public project, with an estimated cost of approximately $250,000.
RECOMMENDATION:
1) Adopt Minute Order No. approving the plans, specifications and working
details for the Protected-Permissive Signal Conversion Project, City Project 05-
07, and authorizing staff to advertise and solicit bids.
STAFF ANALYSIS:
The Public Works and Engineering Department has inventoried existing traffic signals
that should be modified to remove protected signal phasing, and to install
protected/permissive signal phasing. In years past, it was common to install a full-
functioning 8-phase traffic signal (allowing traffic movement in each direction of a four-
way intersection, and for each left-turn phase). However, the industry has subsequently
analyzed ways to improve the efficiency of traffic movement on arterial streets, and
determined that removal of protected phasing where not required drastically decreases
delay of vehicles at signalized intersections.

Protected-Permissive Signal Conversion (CP 05-07)
A protected/permissive signal is one that has a five-section vehicle head on the signal
mast arm, shown at right below, and has a five-section vehicle head on the far pole,
shown at left below:

This type of signal phasing allows traffic to move through the intersection more
efficiently, giving left-turning vehicles a "permissive" movement, allowing the turn when
there are no opposing vehicles. In a true "protected" phase, a vehicle must wait for the
green arrow to make the movement, whether or not there is opposing traffic.
Previously, staff had identified and converted the following traffic signals to permissive,
or protected/permissive signal phasing; or ensured the original design of new signals
included protected/permissive signal phasing:
• Indian Canyon Drive at San Rafael Road
• Tahquitz Canyon Way at Palm Canyon Drive
• Tahquitz Canyon Way at Indian Canyon Drive
• Tahquitz Canyon Way at El Cielo Road
• East Palm Canyon Drive at Cerritos Road/Smoketree Lane
• East Palm Canyon Drive at Camino Real
• South Palm Canyon Drive at Morongo Road
• Farrell Drive at Via Escuela
• Farrell Drive at Alejo Road
• Farrell Drive at Baristo Road
• Farrell Drive at Mesquite Avenue
• Ramon Road at El Placer
• Sunrise Way at Racquet Club Road
The following future traffic signals will be constructed or modified as part of a recently
approved development project, and will include protected/permissive signal phasing.-
Tahquitz Canyon Way at Civic Drive
• Sunrise Way at Andreas Road
• East Palm Canyon Drive at Smokee Tree Commons (Shopping Center)
• East Palm Canyon Drive at Farrell Drive
• Ramon Road at San Luis Rey Drive

Protected-Permissive Signal Conversion (CP 05-07)
For the current City project, Staff has identified the following intersections that are
eligible for conversion to protected/permissive signal phasing:
Ramon Road at Paseo Dorotea
Sunrise Way at Tachevah Drive
Sunrise Way at Amado Road
East Palm Canyon Drive at Cherokee Way
Ramon Road at Crossley Road
Tahquitz Canyon Way at Farrell Drive
At each intersection, existing protected phasing on one or both approaches will be
converted to permissive phasing, or protected/permissive phasing. Other modifications
are proposed, including the addition of emergency vehicle preemption systems, and
uninterrupted power supply systems (to keep the signals operational during power
outages).
The plans and specifications have been prepared by Department staff, are ready for
Council approval and the subsequent advertisement for construction bids.
Section 7.03.040 of the Procurement and Contracting Code requires that for public
projects in excess of$100,000 Council approve and adopt the plans, specifications and
working details, and authorize staff to advertise for construction bids. The Engineer's
Estimate for this project is $250,000. Approval of the recommended action will allow
staff to proceed with bidding of this project, with a tentative bid Vningof
Tuesday, December 5, and an award date of December 20, 2006.
FISCAL IMPACT: Finance Director Review:
Funding for this project will be available through Gas Tax revenue, in account 133-
4298-50204; through local Measure A revenue, in account 134-4498-50224; and
through Congestion Relief Funds, in account 133-4298-50255.
