AMENDMENT#3 -ALLOCATED POSITIONS AND COMPENSATION PLAN
RECOMMENDATION:
It is recommended that City Council approve Amendment #3 to the Allocated
Positions and Compensation Plan, adopted by Resolution 19885, to implement one
Reclassification, add a Building Inspector, and establish an allowance for overfill of
two Firefighter positions.
SUMMARY:
This requested action would result in the third Amendment to the Allocated Position
and Compensation Plan reclassifying the Executive Services Administrator, adding
a Building Inspector, and establishing an allowance for overfill of two Firefighter
positions. (A retirement of a Fire Engineer has taken place since this was first
discussed with City Council; therefor, the request has been reduced from three to
two.)
BACKGROUND:
The City Manager's office is continuing the process of evaluating the organization.
At this time, it is recommended that four categories of change be implemented, i.e.,
1) reclassification, 2)additional position, 3) firefighter overfill. A discussion of each
follows:
1) Reclassification: Reclass the Executive Services Administrator position by
authorizing a 5% pay range adjustment. This request is based on the need
to eliminate payroll compression between the Administrator and those whom
she supervises. Currently, one of the positions she is supervising is on the
same pay range.
2) New Position: Add a new allocation for Building Inspector. Building
Department activity has increased dramatically to the point of an inability to
provide same day inspections for all requests. As many as 20 inspections
must be delayed each day. With the increased activity, the City has also
experienced a revenue increase in building fees and projected revenues in
excess of budget estimates will reach $160,000 this fiscal year. To provide
the customer service that developers have paid for and historically expect
(same day service), one (1) additional Building Inspector is needed. Many
permits issued now,which are generating the additional revenue,will be under
inspection for at least a year. If the building activity slows, the position would
then be eliminated.

3) Firefighter Overfill: The Fire Department presently has three Firefighter
vacancies. Furthermore, two Fire Engineer vacancies will likely result from
retirements within the next ninety days. The potential Fire Engineer vacancies
will cause internal promotions of two existing Firefighters, resulting in two
vacancies in the Firefighter rank. Ultimately, the Fire Department is
anticipating five Firefighter vacancies(three existing and two potential). Since
they are presently recruiting new Firefighters to fill the existing three
vacancies, and the process will likely take more than 60 days, they are
requesting authorization to overfill Firefighter positions by two. New
Firefighters usually require a minimum of thirty days to become familiar with
emergency operation before being able to support minimum staffing. The
over hiring of Firefighters will not have an immediate positive impact on
overtime consumption, but should help to control overtime within the first
quarter of FY-2001/2002. Hiring and training five new Firefighters is a more
efficient process in contrast to hiring two groups of new Firefighters within a
two orthree month period. It is hereby requested that City Council temporarily
authorize the over hire of two Firefighter positions to assist in the efficiency of
recruitment and training, and to eventually reduce the overtime impact of the
Firefighter rank. An allowance for up to two overfills would be added to the
Compensation and Classification Plan.
The proposed changes would have the following impact on the General Fund budget:

Notes:
*Building Permit revenues will exceed estimates by $160,000 this year to
offset this cost into next year.
**Overfills are being requested to avoid overtime cost associated with injured
Firefighters. Over hires are expected to be fully absorbed into the Fire
Department within four (4) months and, until then, it is estimated that there
will be some cost covered by overtime savings; however, costs related to the
retirements will consume any savings.
A Resolution is attached for City Council consideration.

AMENDMENT NO. 3 TO THE ALLOCATED
POSITIONS AND COMPENSATION PLAN FOR
FISCAL YEAR 2000-01, ADOPTED BY
RESOLUTION NO. 19885.
WHEREAS an Allocated Positions and Compensation Plan was adopted effective August 2,
2000, for the 2000-01 Fiscal Year by Resolution No. 19885; and
WHEREAS an Amendment to the Allocated Positions and Compensation Plan is necessitated
by the desirability of reclassifying the Executive Services Administrator, adding a Building
Inspector, and establishing an allowance for overfilling of Firefighter.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs,
California, that this third amendment to the Allocated Positions and Compensation Plan for
positions in the City Service for Fiscal Year 2000-01 is hereby approved as follows:

.1. City Manager may authorize up to two additional Firefighters to meet the needs
of the City within the adopted budget.
