DATE: April 4, 2001 TO: City Council FROM: Interim Director of Aviation AIRPORT ENERGY USAGE MODIFICATIONS RECOMMENDATION: It is recommended that the City Council accept the proposal for modifications to the Airport central plant and energy control and monitoring system from Siemens Building Technologies, Inc. and authorize the associated work in an amount not to exceed $114,266.00; and, amend the Fiscal Year 2000-2001 budget to appropriate an additional $84,266.00 from Airport reserves to cover part of the installation cost. SUMMARY: During the peak summer months, the ability of the Municipal Cogeneration (COGEN) plant to provide adequate cooling to City Hall, the Police Department, Fire Station#2, the Corporate Yard and the Airport is hampered by the high temperatures. This proposal(see attached)would modify the Airport's central plant such that chilled water could be returned to the COGEN plant for thermal storage, which will allow the plant to provide adequate cooling to the various City facilities. BACKGROUND: The Municipal Cogeneration (COGEN) plant provides electrical power, and hot and chilled water to City Hall, the Police Department, Fire Station #2, the Corporate Yard and the Airport. The Airport central plant, which was installed during Phase IIA of the terminal expansion, includes two (2) large chillers that are capable of providing chilled water for air conditioning within the terminal facility. All of the Heating, Ventilation and Air Conditioning (HVAC)equipment for the Airport is controlled by an operating system supplied by Siemens Building Technologies, Inc..The control system includes software and associated control wiring and devices for controlling HVAC equipment(chillers, air handlers, cooling towers, etc.) throughout the terminal facility. While the equipment for providing chilled water exists at the Airport, the piping and valves necessary to return chilled water to the COGEN plant for thermal storage does not exist. This proposal would make the necessary piping, valve and control system modifications to allow the Airport central plant to return chilled water to the COGEN plant for thermal storage, thereby improving the efficiency of the COGEN plant. In many mechanical applications, the capability of the control system determines the layout of the necessary piping. As the control system software and associated equipment is proprietary to Siemens Building Technologies, Inc., Airport and Facilities staff have worked with Siemens Building Technologies, Inc. in developing the proposed modifications. Siemens Building Technologies, Inc. has committed to have the modifications completed no later than June 6, 2001. Siemens Building Technologies, Inc. was competitively selected to provide HVAC controls during Phase I of the terminal expansion in 1990. /ah April 4, 2001 Page 2 All of this work except the engineering will be performed by Siemens Building Technologies, Inc. personnel. Engineering services will be provided by an outside firm as stated in the attached proposal. With the on-going energy situation and its associated budget impacts, staff requested Siemens Building Technologies, Inc. to provide proposals for modifications to the Airport central plant and HVAC control system such that it could perform the following functions: 1. Modification of the Airport central plant piping, valves and HVAC control system software to allow the airport chillers to provide additional thermal storage of chilled water to the COGEN plant. 2. Modification of the HVAC control system software and installation of associated equipment to provide "real-time" consumption of hot water (BTU) monitoring, which is used for heating of the terminal facility. 3. Modification of the HVAC control system software and installation of associated equipment to provide "real-time" consumption of electrical energy (power monitoring) utilized by the airport. The total cost for this proposal of $114,266.00 includes a 10% contingency of $10,388.00 to allow for any unforseen circumstances. Funds in the amount of $30,000.00 are available in account no. 520-5641-48700 "Cogen Special Parts & Repairs". A budget amendment for the appropriation of the remaining amount of $84,266.00 from Airport Retained Earnings (The Landside Reserve) to account no. 415-60-6400-50015 "Specialized Equipment" is requested. The Airport Commission will consider this item at it's regularly scheduled meeting of April 4, 2001. Our proposal is based on meetings with Airport and City facilities personnel, review of as-built drawings and sequences of operation, and job walks to observe existing conditions. The design will be limited to the modification of the existing Airport chilled water central plant piping, valves and controls and will utilize the existing chilled water Pumps- Present Situation The Airport Terminal chilled water plant provides chilled water to the air handling units and fan coil units serving cooling loads for the old and new tennhial buildings- The chilled water plant is comprised of two centrifugal chillers, two cooling towers, two condenser water pumps, two primary chilled water pumps and two secondary chilled water pumps. In addition to the cooling capacity provided by the local chillers, the chilled water plant receives chilled water from a City-owned thermal energy storage equipped co-generation plant via campus wide chilled water loop. The campus wide chilled water loop serves several City-owned facilities in addition to the Airport Terminal chilled water plant. During conditions of extended high ambient temperatures and cooling load, the co- generation plant and its thermal energy storage system lack the capacity to handle the total load of the campus wide chilled water loop. The result is the chilled water delivery temperature gains approximately two degrees F. per 24 hour period. After several days, chillers in the City-owned facilities, including the Airport, must be started to handle the load- Since these chillers operate during electrical on-peak periods, the utility cost to the City of Palm Springs is excessive- The present Airport chilled water central plant replaced a smaller single chiller central plant when the new terminal was designed and constructed. The original central plant was capable of reducing the campus wide chilled water loop by sending excess chilled water capacity into the campus wide chilled water loop's chilled water return piping. The present Airport chilled water plant was not designed or constructed to facilitate this pre-cooling operation that is still a major requirement. Proposed Solution Siemens Building Technologies, Inc. proposes to provide the necessary design services, mechanical work, controls work and project management to modify the present Airport chilled water central plant to facilitate the pre-cooling operation as described above. Our project scope of work is as follows: Project Design Services Siemens Building Technologies, Inc intends to secure the professional services of Kreative Engineering, Inc_ of Monterey Park, CA (Tom Vitoorakorn, P.E., President; Telephone 626.307.0009) for the design services of this project. Engineer to provide three (3) job site/customer visits during the design, installation and post-installation phases of the project_Engineer to provide as-built drawings. A. Design:Phase I. 'Visit the site as required to determine existing conditions, which will affect our design. 2. Perform design services and prepare complete installation document. 3. Attend meetings with the Owner and the Owner's Consultants. 4. Coordinate fully our work with the requirements of the above- 5- Make revisions to the above Plans and Specifications as might be required by the Regulatory Agencies. 6. Proceed with the work in a diligent and timely manner in order to complete our work in accordance with the approved schedule. 7. The client shall provide, to the Consultant, electronic backgrounds and as- built drawings of the proj act- B. Installation Support 1. Provide clarifications to our design as might be necessary. 2. Performance Kreative Engineering, Inc, agrees to proceed with the work in a .diligent and timely manner in accordance with the approved schedule. All engineering work covered by this agreement shall be supervised and/or performed by a registered Professional Engineer of the branch applicable to this project. The professional practice of the Engineering Firm shall comply with the "Code of Ethics" as promulgated by the National Society of Professional Engineers_ The design and specifications of installation material shall be based on the considerations of economy, operation, reliability and safety for the occupancy and application. The Client shall endeavor to provide the Engineering Finn with required plans and information to permit timely and efficient performance of the herein described engineering services. E. Ownership of Documents Drawings and specifications prepared by the Engineer as instruments of service are and shall remain the property of the Engineer whether the project for which they are made is executed or not. They are not to be used on other projects or extensions to this project except by agreement in writing and with appropriate compensation to the Engineer. F. Installation Review Disclaimer It is agreed that the professional services of the Engineer do not extend to or include the review of site observation of the Installer's work or performance. It is further agreed that the Owner will defend, indemnify and hold harmless the Engineer from any claim or suit whatsoever, including but not limited to all payments, expenses or costs involved, arising from or alleged to have arisen from the Installer's performance or the failure of the Installer's work to conform to the design intent and the contract documents. The Engineer agrees to be responsible for his own or his employees'negligent acts, errors or omissions- G. Insurance Each party to this agreement shall carry and maintain Public Liability, Property Damage and Workman's Compensation lnsurance and in addition, insurance to protect him from claims arising out of the performance of his professional services caused by the acts, errors or omissions of each party of his employees, or by others for whom he is legally responsible. The Engineer is not responsible for the Installer's work methods, performance, safety, schedule, labor or contractual obligations. Install automatic control valves, immersion temperature sensors, flow meters and other piped in line devices provided under the "Controls Work" section of this proposal. 3. Insulate/re-insulate all new and disturbed chilled water piping and devices. 4. Provide assistance to Airport Facilities personnel in the draining and filling of the chilled water system. B. Controls Work 1. Furnish automatic control valves, immersion sensors and flow meters to meet new central plant design modifications sequence of operation. 2. Provide conduit and wire. 3. Provide re-programming of the existing central plant sequence of operation to meet new sequence of operation.Modify graphic screen(s). 4. Provide commissioning, startup and checkout of new control devices and sequence of operation. 5. Provide as-built control drawings. 6. Provide four(4)hours operator training. C. General 1.
