APPROVE VEHICLE OUTFITTING FOR POLICE DEPARTMENT FROM: David H. Ready, City Manager BY: Chief of Police SUMMARY On July 19, 2006 via Minute Order 7890 City Council approved the purchase of 8 new Ford Crown Victoria `07 Police Interceptors for use by the Police Department. These vehicles are scheduled to arrive in the near future. Once received the vehicles require outfitting to furnish and install a variety of equipment and electronic components in order to make the vehicle ready for police operations. The Police Department desires to have the vehicles outfitted by Woodcrest Vehicle Center of Riverside. The cost of the equipment and integration services is $8,779.86 per vehicle and the total expenditure required for the 8 vehicles is $70,238.88. RECOMMENDATION: 1. Adopt Minute Order No. waiving the competitive requirements of the Municipal Code and approving the purchase of equipment and integration services for 8 police patrol vehicles from Woodcrest Vehicle Center in the amount of$70,238.88. STAFF ANALYSIS: Once received from the manufacturer, police patrol vehicles require a considerable amount of outfitting in order to place the vehicle in service. The outfitting consists of acquiring and installing a variety of equipment and devices required for police operations. Examples of such equipment include light bars, sirens, push bars, prisoner cages, gun mounts, and computer mounting devices. On February 15, 2006 via Minute Order 7819 City Council authorized Woodcrest Vehicle Center to begin outfitting Palm Springs patrol vehicles. Woodcrest satisfactorily completed 16 vehicles earlier this year. Their equipment, workmanship, and support have been monitored by department staff and the fleet operations division with approval. n t Item No. L . L. City Council Staff Report February 15, 2006 -- Page 2 Police Patrol Vehicle Outfitting Services The ability of a firm to integrate the variety of equipment utilized in police patrol vehicles is critical to the vehicle's ability to perform on the street. Woodcrest Vehicle Center also outfits police vehicles for other agencies including the San Bernardino County Sheriffs Department (SBSD) and the Riverside County Sheriff's Department (RCSD). I, James Thompson, City Clerk of the City of Palm Springs, hereby certify that this Minute Order waiving the competitive requirements of the Municipal Code and approving the purchase of equipment and integration services for 8 police patrol vehicles from Woodcrest Vehicle Center in the amount of $70,238.88, was adopted by the City Council of the City of Palm Springs, California, in a meeting thereof held on the 18th day of October, 2006.
