JOINT MEETING MINUTES
WITH THE AGUA CALIENTE TRIBAL COUNCIL
WEDNESDAY, OCTOBER 11, 2006
Palm Springs Convention Center, Smoketree A-C
CALL TO ORDER: Mayor Oden and Tribal Chair Milanovich called the meeting to
order at 6:09 P.M.
CITY COUNCIL ROLL CALL:
PRESENT: Councilmember McCulloch, Councilmember Mills, Councilmember
Pougnet, and Mayor Oden.
ABSENT: Mayor Pro Tern Foat.
ALSO PRESENT: City Manager Ready, City Attorney Holland, City Clerk Thompson.
TRIBAL COUNCIL ROLL CALL:
PRESENT: Member Grubbe, Secretary-Treasurer Patencio, and Chair
Milanovich.
ABSENT: Member Prieto-Dodd and Vice Chair Gonzales-Lyons.
ALSO PRESENT: Art Bunce, Tribal Attorney, Michelle Carr, Staff Attorney, Gary
Stopp, Chief of Staff.
INTRODUCTIONS: Representatives from the City and the Tribe introduced themselves.
CITY COUNCIL REPORT OF CLOSED SESSION: City Attorney Holland reported that
at 5:00 P.M. the City Council meeting was called to order and the City Council recessed
into Closed Session to discuss matters on the posted Closed Session Agenda. No
reportable actions were taken.
PUBLIC COMMENT:
JOY MEREDITH, Palm Springs, commented on the activities in Downtown area and in
Section 14, and requested a Downtown Palm Springs shuttle jointly operated by the
Tribe and the City.
1. DISCUSSION ITEMS:
1.A. BELARDO ROAD PROJECT:
Tom Davis, Tribal Council Chief Planning Officer, provided background
information and timeline for the project and stated the Environmental
documents should be out for review in January, 2007, and construction to
begin in the spring of 2008.
Discussion was held regarding the grant and the potential impacts from
the bridge being reduced from 4-lanes to 2-lanes, accommodation for a
bike path, funding, extension of bike path under the bridge, and the
benefits for the bridge construction.

I.B. SOUTH PALM CANYON DRIVE CHANNEL PROJECT:
Tom Davis, Tribal Council Chief Planning Officer, provided background
information and timeline for the project and the potential scaling back of
the project.
David Barakian, City Engineer, provided background information on the
progress of the City staff with approvals from Caltrans and funding.
No action taken.
Tribal Council Member Prieto-Dodd arrived at 6:28 P.M.
I.C. INTERSTATE 10 INTERCHANGES:
David Barakian, City Engineer, provided background information and
timeline for the Gene Autry Interchange and the Indian Canyon
Interchange projects.
Discussion was held regarding timing of the construction in conjunction
with the Bob Hope/Ramon Interchange, and the blending of the Indian
Canyon Interchange with the widening of Indian Canyon and the railroad
bridge.
No action taken.
I.D. CITY GENERAL PLAN UPDATE:
Craig Ewing, Director of Planning Services, provided background
information and timeline for the project, and commented on the
certification of the Housing Element by the State of California.
Tom Davis, Tribal Planning Officer commented on the participation of the
Tribe on the City's General Plan.
No action taken.
1.E. SUMMARY OF SPECIAL DISTRIBUTION FUND EXPENDITURES:
City Manager Ready provided background information on the Special
Distribution Fund.
Blake Goetz, Fire Chief, provided information on the projects funded by
the Special Distribution Fund to the Palm Springs Fire Department.
Discussion was held regarding the estimated response time efficiency
generated by the mobile mapping system installed in fire vehicles, funding
sources and the use of logo.
Mayor Oden requested the City use of "in partnership with" for use with
the logo on projects funded by the Tribe.

City Manager Ready and Captain Hall, Palm Springs Police Department,
provided information on the projects funded by the Special Distribution
Fund to the Palm Springs Police Department.
No action taken.
IDENTIFICATION OF FUTURE AGENDAIDISCUSSION ITEMS:
Tom Davis, Tribal Chief Planning Officer requested further information on the model
tobacco ordinance.
Mayor Olden requested a discussion on a joint shuttle in the Downtown area.
COUNCILMEMBER/TRIBAL COUNCIL COMMENTS:
Chair Milanovich provided an update on the negotiations of the Compact with the State
of California and the Tribe, and stated the Tribe will continue ratification efforts in the
next legislative session.
ADJOURNMENT: The City Council adjourned at 6:54 P.M. to the Regular Meeting
Wednesday, October 18, 2006, at 6:00 P.M., Council Chamber, City Hall, preceded by a
Closed Session at 4:30 P.M., Small Conference Room, City Hall, 3200 Tahquitz Canyon
Way.
