SUBJECT: PROMOTION AGREEMENT WITH GREATER PALM SPRINGS
PRIDE FOR THE 2006 PRIDE FESTIVAL AND PARADE

SUMMARY
Greater Palm Springs Pride, Incorporated has produced the Greater Palm
Springs Pride Festival since 2000. The event, which is held at the Palm Springs
Stadium, has grown tremendously over the past five years and is considered one
of the largest events of its kind here in the Coachella Valley with over 25,000
participants. The 2006 festival will be held again at Palm Springs Stadium from
November 3rd through 5th. The Palm Springs Pride parade will take place on
Sunday, November 5th, in downtown Palm Springs. The City's estimated costs
to provide public safety, public works and parks personnel related to the festival
and parade are estimated at $29,343. This action would approve an Agreement
for Event Promotion and authorize up to $10,000 of in -kind services to Greater
Palm Springs Pride for the production of this year's festival and parade.
RECOMMENDATION:
1. Adopt Minute Order No. approving, in a form acceptable to the City
Attorney, an event sponsorship with Greater Palm Springs Pride,
Incorporated for the 2006 Greater Palm Springs Pride Festival and
Parade and authorizing up to $10,000 of in -kind support.
2. Authorize the City Manager to execute all necessary documents
STAFF ANALYSIS:
The Palm Springs Pride Festival began many years ago as a picnic and has
grown to be one of the largest and well-known events held in the Coachella
Valley. The parade is a direct result of the growth of the festival and is one of
the largest parades held in downtown Palm Springs. The Pride Festival and
Parade are produced by Greater Palm Springs Pride, Incorporated which is a
501 (c)3 Non -Profit Organization. O

2006 Palm Springs Pride Festival and Parade
The festival features an art show, two dance floors (disco and western), main
stage entertainment, and a variety of food and merchandise vendors. The
festival culminates in a parade, which is held on Sunday, down Palm Canyon
Drive. The festival is sponsored by several area businesses and community
based groups including California Teachers Association, The Press Enterprise,
Washington Mutual, and Bank of America.
As a non-profit organization, a portion of the revenues generated from the
festival are given to back to the community through donations. According to
information provided by Greater Palm Springs Pride, a total of $29,000 was
donated to various local agencies and organizations in 2005.
Last year, the City provided $10,000 of in -kind support to the Greater Palm
Springs Pride Incorporated to produce the festival and parade. This year,
Greater Palm Springs Pride is requesting that the City increase its in -kind
support to $17,500. Based on the amount of in -kind support the City has given
to similar types of events, it is recommended that the City Council authorize up to
$10,000 of in -kind support to the festival and parade.
FISCAL IMPACT: I Finance Director Aooroval
The actual economic impact of this event is difficult to ascertain, yet anecdotal
information from several hotel General Managers indicates increased
occupancies during that particular weekend event. The estimated cost for public
safety, public works and parks personnel for this year's event is $29,343. With a
$10,000 in -kind service sponsorship, Greater Palm Springs Pride will pay
approximately $19,343 in City costs. Funds are available in Account 112-2018-
42691 in the Unallocated Council Priorities Special Events Budget.

SUPPORT
I, James Thompson, City Clerk of the City of Palm Springs, hereby certify that
this Minute Order approving, in a form acceptable to the City Attorney, an event
sponsorship with Greater Palm Springs Pride, Incorporated for the 2006 Greater
Palm Springs Pride Festival and Parade and authorizing up to $10,000 of in -kind
support was adopted by the City Council of the City of Palm Springs, California,
in a meeting thereof held on the 4th day of October, 2006.
